Description
The U.S. Bureau of Reclamation (BOR), Upper Colorado Region (UCR) has a requirement for two tractors and two mowers for the Elephant Butte Field Division (EBFD). This requirement is being procured in accordance with Federal Acquisition Regulations (FAR) Part 12- Acquisition of Commercial Items in conjunction with Part 13.5- Simplified Procedures for Certain Commercial Items, as a 100% small business set aside. The BOR intends to issue a competitive solicitation for this requirement. SOLICITATION RELEASE DATE: The release date for the formal solicitation number 140R4019Q0023 is anticipated for early April of 2019. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers. BACKGROUND & SPECIFICATION OVERVIEW: The Elephant Butte Field Division (EBFD) does vegetation management in and around the Caballo and Elephant Butte Reservoirs. This vegetation management spans more than 10,000 acres and helps to reduce water loss, by mowing down the vegetation that takes up water. The EBFD completes this vegetation management by using tractors to pull large mowers across the rugged terrain. Therefore, this procurement will be for two tractors capable of pulling the two 540 RPM Flex-Wing rotary cutter mowers. The tractors shall be equipped with 4-wheel drive systems, to go over uneven terrain and drive through vegetation ranging from 2-ft-tall to 8-ft-tall. The tractors shall have the required connections for hydraulic power take off (PTO) and mower connections for wing operation. Tires shall be foam filled or solid. NAICS & SIZE STANDARD: The North American Industry Classification System (NAICS) code for this project is 333111 Farm Machinery and Equipment Manufacturing, with a small business size standard of no more than 1,250 employees. SYSTEM FOR AWARD MANAGEMENT: The System for Award Management (SAM) is an implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS).
