Description
36C24219R0083 AIR COMPRESSOR REPLACEMENT-CHILLER PLANT PRE-SOLICITATION NOTICE This is a Pre-Solicitation Notice for the following procurement to Replace Air Compressors in the Boiler Plant at the James J. Peters Bronx VAMC, located at 130 W. Kingsbridge Road, Bronx, NY 10468. The RFP Solicitation for this procurement will be posted on or around Wednesday, April 10, 2019. The construction range is between $25,000-$100, 000.00. The NAICS code classification to be used is 236220, with a Size Standard of $36.5 Million. Proposals will be due on or around Wednesday, April 22, 2019. Proposals must be emailed directly to the Contracting Officer, Patricia Cordero, at patricia.cordero@va.gov. A site visit will be conducted, with the date/time provided in the official RFP. Below is a detailed Scope of Work required for this project: Background: The James J. Peters VA Medical Center in The Bronx, New York is currently seeking to replace 2 of our failed air compressors with the following: Quincy QGV50 variable speed drive (or equivalent), rotary screw 460 v air compressors These units are at the end of their life span and must be replaced. The first air compressor failed a few months ago and the second failed recently and cannot be repaired. Scope of Work: Contractor is required to furnish all parts and labor to accomplish the following tasks: Remove existing air compressor system one at a time to avoid a shutdown. Although neither is being used at this time #1 could possibly be used in an emergency although not for an extended period. Pour and extend concrete housekeeping pad with a minimum of 4,000 PSI concrete. Two extensions 5 inches wide x 6 inches high and 72 inches long connected to existing pad to accommodate new air compressors using industry standards for concrete work. Install new air compressors in same location as existing. Pipe, connect, into system using copper 2- inch copper from in line shut off valve to new units. Joints to be brazed with vibration eliminator on each air compressor like original installation. Electrical Requirements: Contractor is responsible for a fully functioning system, including installation of new electrical service, as necessary, including circuit breakers, wire and disconnect to accept new air compressors. Electrical wire must be upgraded to size 3 for both runs from the disconnect to the motor control center with the fuses. Contractor is responsible to survey existing VA electrical connections and connectivity associated with the installation of the new compressors (including any wires for monitoring if required), and is responsible to determine precisely what is required to complete the electrical portion of the work. Therefore, a site visit will be mandatory for this project. Required electrical equipment will most likely include disconnects, breakers, conduits, replacement of existing motor controls for new equipment, and other equipment/wiring as may be required, and as stated above. Contractor is also responsible to survey the existing electrical to establish best routing for new connections. The electrical requirements will be more definitive following the mandatory site visit (date to be determined once solicitation is posted). Contractor will follow all VA lock-out / tag-out processes which may be required and shall safely remove all legacy connections without disturbing adjacent equipment or electrical connections. Contractor is responsible for the installation of new circuit breakers as may be necessary, in the nearest electrical panel or motor control center intended to electrically feed the new compressor units. Contractor is responsible to install new electrical equipment as necessary, including local disconnects,  motor controls, for a complete job which shall be fully compliant with all applicable VA and NFPA /NEC codes and specifications. Conductors shall be properly sized to carry the load as specified on the equipment nameplate. *Currently, compressed air is being supplied via an older legacy unit, which is unstable. Contractor is responsible to ensure continued, uninterrupted electrical power to this unit throughout the engagement. This may include the provisioning of temporary power to the back-up compressor, should electrical work for the installation of the new compressors threaten or interrupt power to the legacy system. Contractor is required to furnish all parts and labor to accomplish the task of Install Two (2) Quincy QGV50 Variable speed drive (or equivalent), Rotary screw air compressor, Air-cooled, 460volt, Base mounted. This unit must be rated for 255CFM @ 100PSI and will include the following: Acoustical Enclosure. Phase Monitor. Auto Restart. Line Reactor. Startup and Test The new air compressors must be Quincy Qgv50 or equivalent in all performance characteristics as well as energy efficiency. Contractor shall test the functionality of the equipment upon completion of repair making sure units are running properly, and all testing shall be done in the presence of the project COR, prior to acceptance and final payment. Safety Requirements Contractor will abide by any safety requirement required by the VA as standard operating procedures. Period of Performance Will be from award to 45 calendar days after award for total completion of project.
