- UPDATED 3/27/2019 TO ATTACH ALL SOLICITATION DOCUMENTS. The U.S. Department of Health and Human Services (HHS) has a need to support the continued systems implementation of Homeland Security Presidential Directive 12 (HSPD-12) at HHS (the "IAM@HHS Program" or "Program"). The forthcoming solicitation will provide the requirements for steady state operations and maintenance activities, along with the development of new capabilities. HHS also requires support for security, independent consulting and engineering services to assist the Program in exploring a next generation HSPD-12 solution, with increased interoperability that maximizes technical advances and best practices in identity and access management. The full scope of services will be provided across two domains: • Domain 1 services are for support of the steady state operations and maintenance (O&M) of the Identity, Credential, and (logical) Access Management (ICAM) systems and capabilities, as well as development of new capabilities required to enhance solution components. This also includes support for the steady state O&M for Physical Access Control (PACS) and Public Key Infrastructure (PKI) services. • Domain 2 is for ancillary strategic services related to enterprise ICAM capabilities aligned with the Federal Identity, Credential and Access Management (FICAM) Roadmap, and HSPD-12 policy, standards and guidelines. Domain 2 contractors will assist HHS in planning, prototyping and piloting IAM@HHS processes and components that utilize best practices for interoperability, achieve enterprise efficiencies and accommodate future changes in regulations, guidance and business needs.
