- VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C255-19-AP-0997 Contracting Activity: Department of Veterans Affairs, NCO 15, Kansas City VA Medical Center. 589-19-2-1618-0025. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: $180,000.00 base period (3 months plus option period 3 months) for short notice delivery of Low and High Enriched Uranium pharmaceuticals (LEU)(HEU). Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Per FAR 13.106(b)(1)(i), the Contracting Officer has determined this requirement as Urgent. There is no shelf-stock for these items, they are ordered as needed and received within three (3) hours for patient treatment within accordance of the SOW. To solicite this requirement will cause inexcusable delays for patient treatment and safety which causes serious injury to the patients and Government. The current contract (VA255-17-P-3107 P0002) is expiring 03/31/2019. Cardinal Health Systems is a large business and is the current contract holder for VA255-17-P-3107. Description of market research conducted and results or statement why it was not conducted: Market Research Findings: results showed contract VA255-17-P-3107 was awarded to a large business with a base plus 1 option year. Market research findings also indicate that, other than Cardinal Health Systems, there are no sources capable of providing and delivering the radio pharmaceuticals within the time limits and quantities necessary to meet the ongoing demands for medical imaging and patient therapy. Therefore, due to urgency, it is in the best interest of the Government to pursue an interim sole source contract with Cardinal Health Systems.
