Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) March 27, 2019 36A77619Q0112 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation (IOT&A) Services in support of a New Bed Tower addition at the James A. Haley Veterans Hospital (JAHVH) in Tampa, FL Phase II 100% SDVOSB SET ASIDE This is a presolicitation notice that the Veterans Health Administration intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of a New Bed Tower addition at the James A. Haley Veterans Hospital (JAHVH) in Tampa, FL. This requirement supports VHA's mission by providing contractor support services to help bring the new bed tower of the JAHVH medical campus into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract. The New Bed Tower (NBT) will include approximately 245,000 square-feet of new construction and 5,000 square-feet of renovation. It features 96 medical/surgical single patient rooms, 40 intensive care unit beds, as well as space for assorted support services. The NBT will be adjacent (east) to the Hospital and south of the Community Living Center. The work required under this requirement is expected to consist of the following services in support of this new facility activation: Project Management Services; Acquisition Support Services; Activation Support Services; Transition Support Services; Strategic Communication Support Services; Final Turnover, Closeout, and Post Occupancy Evaluation Services; and an optional task that includes Warehouse and Warehousing Support Services. Activation is defined as the process of identifying, planning, managing, and executing the logistical and operational requirements to bring new medical facilities into full planned operations. Pre-Planning services (Phase I) to include planning, executing, and managing services in support of this requirement (Phase II) are underway. The primary goal of the Phase Two Initial Outfitting, Transition, and Activation (IOT&A) contract is to ensure that the NBT is fully outfitted and prepared to provide full operations on Day One (the first day clinical services are scheduled to be available to Veterans). The Day One date is currently estimated to be September 10, 2021. This requirement will be set-aside 100% for Service Disabled Veteran- Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on www.fbo.gov for download on or about June, 2019. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this presolicitation. Anticipated closing date of the solicitation will be July, 2019. Solicitation initial posting date and the closing date are subject to change as necessary.
