- PROJECT NAME : FSRs 31 and 3140 Culvert Replacement and Road Maintenance. PLANNED SCOPE OF WORK : The intent of this contract is to maintain and replace deficient culverts on FS 31 & 3140 for U.S. Customs and Border Protection access. Construction consists of replacing and installing new culverts. Work includes, but is not limited to: existing culvert removal and disposal, excavation, removal and reinstallation of culverts, and road maintenance with brushing, grading and drainage maintenance. Disturbed areas will be seeded and mulched and/or revegetated using onside slash materials. The Contractor shall furnish all labor, materials, equipment, tools, transportation and supplies, and perform all work required according with drawings and specifications of the contract. The Contractor shall assume all risk, loss, damage, or expense arising out of prosecution of the work, except as otherwise provided in the contract. DRAFT DRAWINGS : Refer to Attachment 1 - DRAFT Drawings. GOVERNING SPECIFICATIONS : The FP-14 https://flh.fhwa.dot.gov/resources/specs/ among other specifications required in the solicitation and resultant contract will dictate the means and methods for carrying out both construction and maintenance (service) activities. PROJECT LOCATION : Mt. Baker-Snoqualmie National Forest, Mt. Baker Ranger District, Whatcom County, Washington State. DRIVING DIRECTIONS : All project roads are located on the Mt. Baker Ranger District. In the area T40N, R7E, Sections 7-31. From Northern Bellingham off of Interstate 5, WA Take Highway 542 East for 36 miles to the start of the 31 road on the left or North side of the road. You may reach FSR 3140 by following the 31 road for 7.6 miles to the entrance on the left or West side of the road. Project areas can be accessed via paved and single lane gravel forest roads. PLANNED START DATE FOR WORK : July 15, 2019 RECOMMENDED DAYS FOR CONSTRUCTION (Start to Finish) : 100 calendar days, which places the estimated completion date to October 23, 2019. PRE-QUOTE SITE VISIT : Will not be held, but the USDA Forest Service expects interested companies to visit the project site. If your firm elects to not visit the project site this demonstrates a higher risk to the government and will be considered during the evaluation of proposals. Firms that do not visit the project site prior to preparing its quote are reminded of FAR 52.236-3 -- Site Investigation and Conditions Affecting the Work. This clause squarely places performance and cost risk on the contractor in situations where the site was not inspected. CONTRACT TYPE : This will be a firm-fixed-price (FFP) construction project prepared in accordance with FAR Part 36 - Construction Contracting. There are elements of road maintenance, so the clauses and provisions related to a service contract for this type of contract will be included as well, but will be split out in the solicitation and resultant contract between "Construction" and "Service" for ease of understanding. INVOICE PROCESSING PLATFORM (IPP) : The awardee of the contract will be required to submit payments via the www.ipp.gov platform. Paper invoices are not acceptable. SYSTEM FOR AWARD MANAGEMENT (SAM) : Companies are reminded to please review your SAM account to ensure your accout is active and will remain active in calendar years 2019-2020. If your SAM account becomes inactive you will not receive payment via the IPP website. MAGNITUDE OF CONSTRUCTION PROJECT (FAR 36.204) : Between $250,000.00 and $500,000.00. BID BOND (FAR 52.228-1) : Original Bid Bond is required with initial quote. If the original bond is not received your quote will be considered non-responsive to this solicitation requirement and will not be considered for contract award. PERFORMANCE AND PAYMENT BONDS (FAR 52.228-15) : Required only after award of contract and the bonds premium is reimbursable under the mobilization line item. PAYMENT TERMS (FAR 52.232-5 Payments Under Fixed-Price Construction Contracts) : Authorizes a monthly progress payment that is payable within fourteen (14) calendar days after the contracting officer (CO) receives an acceptable invoice. Cash flow is vital for your company so the CO is amiable toward two invoices a month. Payment for materials stored on site is authorized under this clause with certain requirements to be met.
