Description
The purpose of this SOURCES SOUGHT NOTICE is for Market Research ONLY to determine interest and capability of potential qualified firms relative to the North American Industry Classification Code (NAICS) 423110- Automobile and Other Motor Vehicle Merchant Wholesalers. NO AWARD will be made from this Sources Sought Notice. NO SOLICITATION is available at this time. All responses shall be used to determine the appropriate acquisition strategy for an anticipated future acquisition. This is not a follow-on contract. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The requirement will include but is not limited to: ONE (1) VAN (6 PAX WITH CARGO SPACE) to be delivered within 30 days of award to Boblingen Germany. A. Purchase: Van with 80 cubic feet cargo space. Quantity: One (1) Van B. Minimum Requirements (1) New Van 2018 or 2019 (under 100 kilometers) (2) 4X2 “ forward control (3) Capacity for at least 6 passengers including driver (4) Manual or Automatic Transmission (5) Cargo space 80 cu feet, (6) GVWR: 5600 lbs AND UP (7) Windows from front to back on both sides (8) Cloth Seats (9) 2 “ front full doors; rear, side sliding door at minimum on one side (10)Seats: bench seats (3 front/ 3 rear with rear seat removable) (11)Diesel Fuel (12) Fuel Capacity no less than 90 liter (13) Left hand Drive (LHD) (14) Air Conditioning/heater: multi-zone preferred (15)Safety Airbags “ multi-zone driver + passenger (16)ABS - anti-lock braking system (17)Keyless entry (18)Steering: Power steering. (19)Minimum 175 mm ground clearance (20)Overall height: no less than 2.5 m (21)Body width; about 2 m (22)Exterior Color: White, Grey, or Silver are acceptable (23)Rust proofing and Undercoating: Manufacturers standard. (24)Suspension: Manufacturer ™s standard (25) Tires: Manufacturers standard (26) Electrical System: Manufacturers standard with power windows/locks (27)Radio and Speakers Manufacturers standard. (28)Seat Belts: Shall be installed for all passenger seats and drivers seat. (29)Floor Mats: Both front and rear. (30) Technical Publications (In English): One (1) set of operator manual (In English) per vehicle. (31) One (1) sets of Technical (shop repair) manuals and part catalog to be furnished by Contractor at time of vehicle delivery. C. INTENDED USE: The U. S. Government intends the vehicles covered by this specification for use in rough terrain; harsh environment for cargo and personnel transport. D. SAFETY: Each vehicle shall comply with domestic safety and exhaust emission control requirements. E. DELIVERY POINT: All transportation charges borne by the contractor to U.S Army Garrison, Panzer Kaserne in Boblingen, Germany. Address location will be provided once awarded. F. SUBMITTALS: Contractor is required to submit catalogues or other information sufficient to describe the proposed vehicles and show that the proposed vehicles meet the Governments required specifications. G. WARRANTY COVERAGE: Vehicle warranty shall be valid from the date of vehicle acceptance. Warranty shall be completed within the local area of Boblingen (within 40 KM of the delivery point address) and coverage shall be the manufactures standard warranty. If the contractor receives from any supplier or subcontractor additional warranty coverage on the whole, or on any component of the vehicle in the form of time and / or mileage including any prorated arrangements, or the contractor generally extends to his commercial customers a greater for extended warranty coverage, the U.S. Government shall receive corresponding warranty benefits. Warranty coverage shall begin the date when U.S. Government accepts the vehicle at the point of designation. The van shall have parts that are readily available for maintenance in the warranty area. Contractor is required to provide name and contact information of auto dealer in vicinity of Boblingen (within 40 KM of the delivery point address) who shall provide warranty services and periodic maintenance. This is a new procurement. It does not replace an existing contract. No prior contract information exists.. Procurement Method: Streamlined Procedures for Evaluation/Solicitation for Commercial Items. Price shall be inclusive of all applicable Taxes, VATs, Tariffs and Fees. Price shall also be inclusive of all import duty, delivery fees and any and all fees to make delivery in accordance with the scope of work. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. It is requested that interested sources submit to the contracting office a brief capabilities statement package (no more than 5 pages in length, single-spaced, 10 point font minimum) demonstrating ability to perform the requested services identified in the above project information. Late responses may be considered, however interested parties are advised that an acquisition strategy decision will be approved shortly after the deadline, and as such the Government reserves the right to disregard late responses.
