Neither unsolicited proposals nor any other kind of offers will be considered in response to this Sources Sought. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought. All information received in response to this Sources Sought that is marked Proprietary will be handled accordingly. Responses to the Sources Sought will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. SUBJECT: The Martinsburg WV VA Medical Center is conducting market research in order to provide Test of Smoke and Fire Damper OBJECTIVE: See Attachment 1 RESPONSE INSTRUCTIONS: Name and Address of Company Any small business designation as certified by the Small Business Administration A through description of experience in managing support requirements of this nature. CONTACT INFORMATION: Any questions related to this RFI shall be directed to Randy Brown at Randall.Brown@va.gov and Caitlin.hippensteel@va.gov. All information regarding Capabilities Statements or any other proprietary information relative to this RFI shall be submitted via email to Randall.Brown@va.gov and Caitlin.hippensteel@va.gov later than 3:00 pm EST on 3/26/2019. Attachment 1: General Description: SERVICE: Test of Smoke and Fire Damper Work is to be complete at the Veteran Affairs Medical Center, 510 Butler Ave, Martinsburg, WV 25405 @ various locations within the Medical Center Special Condition: N/A Specifications: General: The Contractor shall provide all supplies, materials, equipment, labor and expertise to perform requested task. All work is to be performed in accordance with Equipment procedure manuals as prescribed in NFPA Standard 90A and Joint Commission Standard EC.5.40.14. The Contractor will work in close cooperation with the Chief Fire Dept. to assure that all requirements are meet to specifics dictated. Schedule: Hours of work shall be performed during normal business hours 8am to 4:30pm. Monday through Friday, excluding federal holidays. Testing much take place between January 2019 and no later than March 31, 2019. Standards: A written report is a requirement, it should include digital pictures illustrating that all dampers were tested in accordance with NFPA Standard 90A and Joint Commission Standard EC.5.40.14. Task: Report will describe the locations and operability of the dampers from the dates the contracting representative performed the inspection(s) in one (1) binder. Binder must also include the following: (1) Fire summary report showing dampers per flow & each damper tested; (2) show fire, smoke, pass, fail, non-accessible; (3)total dampers (include floor, damper number, damper type); (4) inspection results and reason for any failures or inaccessibility; contractor will re-establish numbering according to chiller plant requirements. Special Provisions: N/A Interference to Normal Function: Contracted personnel may be required to interrupt their work at any time so as not to interfere with the normal functioning of the facility and fire protection systems. Disposal of Hazardous Wastes: N/A Storage of Materials: N/A Call Back Requirements: Only applies if report is found to be incomplete. Required Contractor Reporting: Contractor is not hourly paid, signing in is not necessary. Identification, Parking, Smoking and VA Regulations: The contractor s personnel shall abide by all VA Medical Center Station policies concerning badges, parking assignment, etc. The VA will not invalidate or make reimbursement for parking violations of the contractor personnel under any conditions. Smoking is prohibited on federal grounds (especially inside buildings) except for designated smoking areas. Possession of weapons is prohibited. Enclosed containers, including tools kits, shall be subject to search. Violations may result in citation answerable to the United States Federal/District Count.
