Description
NO PHONE CALLS PLEASE. THIS IS PHASE I OF A TWO-PHASED SOLICITATION PROCESS. THIS ANNOUNCMENT IS THE OFFICIAL PHASE I SOLICITATION FOR THIS REQUIREMENT AND FULLY REPLACES FAACO/FBO PRESOLICITATION ANNOUNCMENT 32664-0002 OF THE SAME REQUIREMENT TITLE. IN THE EVENT OF ANY CONFLICT OF INFORMATION, THIS ANNOUNCEMENT TAKES FULL PRECEDENCE. PURPOSE The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), located at Oklahoma City, Oklahoma, in support of US Customs and Border Protection (CBP), has a requirement for Centralized Network Operations Center (NOC), Security Operations Center (SOC), and Call Center (CC) 24/7 support services for both currently deployed Remote Video Surveillance System (RVSS) as described in the attached Statement of Work (SOW). The FAA contemplates a single Firm Fixed Price (FFP) Indefinite Delivery/ Indefinite Quantity (IDIQ) contract will be awarded for a period of one (1) base period of one year, and four (4) one-year option years. This announcement is soliciting Phase I proposals from interested vendors. There is no limitation of business size or status to submit proposals for Phase I; however, potential offerors are advised that only offerors who are fully responsive to this announcement, submit an acceptable proposal, and who are selected in a tiered evaluation process will be solicited for a proposal during Phase II of this process. See attachment titled œSIR Phase I for full details of this process. As this requirement is for NOC/SOC/CC support services to be performed at a Contractor Owned and Contractor Operated (COCO) facility, or facilities, there will be no site visit opportunities for this announcement. QUESTIONS The FAA will accept questions about this announcement. Documents contained herein are considered at this time to be FINAL and have changed from the draft documents provided in any other presolicitation notices. As such, interested vendors are requested to review the final documents attached before submitting questions to the FAA. Vendors are hereby advised that questions received during this period will be consolidated and then posted to this announcement with the FAA ™s responses. Q&A sessions with individual vendors will not occur. Questions received via phone call will not be answered. Questions must be submitted via email and formatted to exclude company name or any other identifying information that indicates the source of any question submitted. Any proposals found to have omitted any of the required submittals or required information therein as described in SIR Phase I Paragraph 4.2.1 may be determined to be non-responsive and will not be further evaluated.
