- NOTICE OF INTENT TO SOLE SOURCE Department of Veterans Affairs (VA) Network Contracting Office 21 (NCO 21) intends to award a single source, IDIQ contract for Health Care for Homeless Veteran (HCHV) services at the VA Las Vegas Healthcare System (VALVHCS) to RSC International through Red Rock Residential Care. The proposed contract award will be for one year. The authority for applying the Simplified Procedures for Commercial Items of FAR 13.106.1(b)(2) - Soliciting from one responsible source. NAICS: 623110/Size Standard: $27.5M This service is under the authority of 38 USC 2031 VA Homeless and Per Diem Program. Initially serving as a mechanism to contract with providers for community-based residential treatment for homeless Veterans, many HCHV programs now serve as the hub for a myriad of housing and other services that provide VA with a way to reach and assist homeless Veterans by offering them entry to VA care. Outreach is the core of the HCHV program. The central goal is to reduce homelessness among Veterans by conducting outreach to those who are the most vulnerable and not currently receiving services and engaging them in treatment and rehabilitative programs. In addition to housing, this requirement will require post-operative care from a registered nurse for those veterans homeless or imminently homeless. This service will be performed on an as needed basis, at the per diem and length of time agreed upon, and in accordance with the Performance Work Statement. VA is obligated only to the extent authorized placement of patients are made under this contract. The program is designed to provide temporary Emergency Housing to engage the Veterans into the transition to permanent Housing options. This requirement is estimated to utilize six (6) beds per day throughout a one (1) year performance period. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirement for the estimated period of performance (see attached RFQ for response information). Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. The Government will not be responsible for any costs incurred by responding to this notice.
