- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-01 (effective January 22, 2019). The solicitation number is 140P8519Q0015, and the solicitation is issued as a Request for Quotation (RFQ). The NAICS code is 541380 with an associated small business size standard of $15.0 million in average annual receipts. This solicitation is a 100% total small business set-aside, and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. DESCRIPTION. The National Park Service, Yosemite National Park, has a requirement for chronic toxicity testing by an accredited laboratory to comply with state waste discharge permit requirements for the El Portal Wastewater Treatment Plant. The El Portal Wastewater Treatment Plant is located at El Portal, California, in the county of Mariposa. The awarded contract will be for one base year with four (4) option year periods. The base year line item will cover April 15, 2019 through April 14, 2020, and four option line items covering services from April through April during successive years (if exercised) through April 2024. The Government intends to award a single, fixed price purchase contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following non-price factors shall be used to evaluate offers: technical capability and past performance. Evaluation factors other than price, when combined, are approximately equal to price. Besides the SF-18 solicitation form, there are two attachments; Attachment 01(Past Performance Reference Sheet), and Attachment 02 (DOL Wage Determination).
