- Notice of Intent for Sole Source award CB Information Services, Inc. for the purchase of CBInsights Executive One Year Subscription, IAW 13.106-1(b). The requirement for Head Quarters Air Education and Training Command (HQ AETC) is to improve their training methods by leveraging emerging technology and the understanding of human learning. To this end, AETC created the A2/9, Intelligence, Analysis, and Innovation, as the lead for the MAJCOM for innovation research and idea transfer. One aspect of this effort is to find relevant technologies which will benefit AETC and how they train Airmen. Private industry is leading the charge and implementing training methods for their employees that increase skill development and retention. HQ AETC A2/9 has a requirement to explore and leverage these innovative ideas, pulling from both public and private industry. CBI is the only known source capable of providing the subscription required at the level and quantity required because the subscription to be ordered is an exclusive subscription. CBI is the developer of this subscription; therefore technical specifications cannot be made to other sources since the Government does not own or have legal access to the intellectual property owned by the developer. HQ AETC A2/9 plans to use the tailored reports to provide greater insight into where AETC should scout out emerging technologies and practices that will enhance training methods and process. The data that is collected by CB Insight along with the predictive Mosaic Algorithm (which is not available through any other developer or company) can be used by AETC to invest in companies that have a higher probability of being able to deliver AETC requirements with in time-frame and scope of contracts. CB Insights Mosaic scoring system provides predictive insight into the relative health of certain tech companies, taking into account the quality of investments received, the market in which a company operates, and the momentum of a particular company, AETC will use this information for potential investments, acquisitions and simply monitoring. CB Insight holds council events which allows AETC to collaborate with the innovators within corporations, exchange ideas, leverage best practices and scout additional emerging technologies to improve training methods to better equip AETC and the United States Air Force. This executive subscription is to evaluate third-party methods for collecting commercial metrics and data from both private and public technological companies who are Small Business Innovation Research / Small Business Technology Transfer (SBIR/STTR) grantees which will enable the AETC A2/9 Directorate access to data that is not available through other companies or developers. This subscription will provide the A2/9 with characteristics, broad coverage of former grantees, specific data on acquisitions and investments, and capability to be automated for scaling up to thousands of records by other companies.
