- Sources Sought for Commercial Support Services THIS IS A SOURCES SOUGHT NOTICE ONLY. Western Area Power Administration (WAPA) seeks information on vendors that are capable of providing Independent Technical and Engineering Advisory Services for Transmission Infrastructure Program (TIP) with the attached minimum requirements (See Draft Performance Work Statement, dated 12 March 2019). This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to meet the requirements of the services stated in the attached Draft Performance Work Statement. After results of this market research are obtained and analyzed and compared with WAPA ™s minimum requirements, WAPA anticipates conducting a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. WAPA is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 54133-Engineering Services, with a small business size standard for such requirements of $15,000,000.00. The specific purpose of this Sources Sought Notice is to determine if there are small businesses, within the parameters identified above, that are capable of providing the services identified. Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies of their capability statement. Please limit responses to ten (10) pages or less. Responses should include the following information: 1. Name of the Contractor that will provide the services. 2. A general approach of how the Contractor plans to assign employees and consultant staff to support the services as described in the Performance Work Statement. 3. Relevant information, such as past experience, service support, and contractual inputs relating to Independent Engineering Services for Government agencies and financial entities that the Government should consider as a part of market research. 4. Provide perspectives and lessons learned for contractual approach from previous similar work with lenders and borrowers in the role of Independent Engineer that should be factored into final requirements for this procurement action. 5. Provide input on types of required technical experts and levels of experience useful for the final Performance Work Statement given the Transmission Infrastructure Program focus on transmission and related infrastructure including market rates and provision of human resources including travel requirements to support project finance transactions. Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than 4:00 pm Eastern Time on 29 March 2019. The capability statement shall identify the business status of the organization. Only electronic statements will be accepted. Faxes will not be accepted. Please send to Diana T.
