- Page 1 of 1 This is a sources-sought notice only; it is not a request for quotations. The purpose of this Sources Sought notice is to determine how many sources are available to provide Television services to the Minneapolis VA Medical Center, to determine the level of capability, experience and qualifications, and whether it might be suitable for a specific small business socioeconomic group set-aside. DRAFT STATEMENT OF WORK: The Minneapolis VAHCS utilizes a variety of systems for provide care and comfort to the veterans that receive care. Systems range from complex medical equipment that provide patient care to television subscriptions that provide veteran comfort and satisfaction. Service Requirements The contractor shall adhere to the follow requirements: Contractor shall provide television service to the Minneapolis VAHCS. Contractor shall utilize current cable box hardware to provide television signal to the Minneapolis VAHCS. Contractor shall utilize existing coax cable to provide television signal to the hospital. Contractor shall provide an HD signal upgrade to the television signal. Contractor shall provide the following channels: 1. A&E 2. AMC 3. BBC America 4. CNN 5. Discovery 6. E! Entertainment Television 7. ESPN 8. ESPN2 9. ESPNews 10. Food Network 11. Fox News Channel 12. Fox Sports 1 13. FX 14. FXX 15. Hallmark Channel 16. Hallmark Movies and Mysteries 17. HGTV 18. History Channel 19. HLN 20. Investigation Discovery 21. Lifetime Television 22. MSNBC 23. National Geographic Channel 24. Pursuit Channel 25. ReelzChannel 26. SpikeTV 27. SyFY 28. TBS 29. Turner Classic Movies 30. The Learning Channel 31. TNT 32. USA Network 33. VH1 34. WEtv 35. Big Ten Network 36. Golf Channel 37. MLB Network 38. NFL Network 39. Sportsman Channel 40. Local Channels Fox Sports North (Local Minnesota sports channel) Various FM radio station channels Various hospital provided education channels Contractor shall provide television service through the following Minneapolis VAHCS TV box equipment. If not capable, contractor shall provide new equipment to provide television service: Receivers Quantity 48 Make DirecTV Model H25-500 Digital Video Encoders Quantity 12 Make Zeevee Model HDB2640 Contractor shall also support the TIGR TV system that runs using the following equipment: Module Quantity 9 Make Blonder Tongue Model AMCM 860 Server Quantity 1 Make Dell Model PowerEdge R710 Head End Amplifier Quantity 1 Make Toner Model HEA-37 Contractor shall provide television service to the televisions in the Minneapolis VAHCS TV List spreadsheet. Please find it attached to this Statement of Work. Interface to MATV The vendor shall provide design, equipment, materials, and labor required to properly install/interface the Subscription Television Services to the existing MVAHCS MATV infrastructure and headend located in Building 70. The vendor shall interface to existing MVAHCS MATV head end equipment for the 35 channels designated for Subscription Television Services. The fixed frequency modulators, made by Blonde Tongue, model - MICM-D. The vendor shall provide and install the receivers required to interface the Subscription Television Service onto the MVAHCS MATV system. Details about the current Modulators and Channel assignments are included in Appendix A. Utility demark locations into Building 70 Satellite-based proposals shall be installed (i.e., mounted) on the roof top and enter MVAHCS (Building 70) via the penthouse location. Vendor shall provide all materials, and labor to properly position and install the dish equipment and cabling between the MVAHCS roof-top location and MATV Headend location (4B-118). Cable/LAN - based proposals shall enter at the MVAHCS Tele-Com utility demark location in the basement of Building 70, room BH-111 (Tele-com Switch Room). Vendor shall provide all equipment, materials, and labors to install the Cable/LAN equipment between the BH-111 and 4B-118. Signal Quality and Television Quantity Requirements Vendor will ensure signal quality and signal strength is appropriately set and tested at the headend location. MVAHCS television inventory connected to MATV is 450. The anticipated period of performance will include 1 12-month Base period and 4 12-month option periods. The applicable NAICS code for this procurement is 517311 Wired Telecommunications Carriers. The Product Service Code (PSC) D304 IT and Telecom-Telecommunications and Transmission and the Small Business Size Standard is 1,500 employees. Expressions of interest shall be submitted to Shane Galles, Contract Specialist, by e-mail at shane.galles@va.gov. Responses to this announcement are due on March 18th, 2019 at 2:00 p.m., MST and shall include: 1. Company profile and capability statement comparable to the marketing package your company uses in their ordinary course of business. Please ensure the following information is included: point of contact information, company business size and socioeconomic category such as: Small Business (SB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran- Owned Small Business (VOSB), Women-Owned Small Business, HUBZone Small Business, 8(a) Small Business or large business company. 2. Provide evidence/certification of the following: Listing of available channels line up Availability of service technicians to provide timely on-site assistance If using a sub-contractor, provide sub-contractor information and explain how limitations on sub-contracting in accordance with 13 CFR 125.6 will be met. 3. A list of current or previous contracts (within the last 5yrs.) performed, similar to this requirement. Indicate if your company has performed the service as a prime contractor or as a sub-contractor and the work effort performed by your company on the contract. Please include current point of contact information for each contract, name, e-mail, phone number, and a summary of the contract scope and dollar value. This Sources Sought Notice is to assist the VA in identifying an appropriate acquisition strategy, improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. Therefore, is not to be construed as a commitment by the Government; no contract will be awarded from this announcement. A solicitation package is not available at this time. The Government will not pay for any information received in response to this notice; neither will the Government reimburse any respondent for any cost incurred in developing the information provided to the Government. Once a solicitation is issued, the same will be posted in the Federal Business Opportunities website at: https://www.fbo.gov/ with sufficient time for all interested parties to respond accordingly.
