Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached to this announcement. The Government intends to award a single Firm-Fixed Price (FFP) award from this solicitation. The Department of Veterans Affairs (VA) Long Beach Healthcare System, has a requirement for semi-annual servicing of three (3) PV inverters and associated major distribution components at the VA Long Beach campus. The contractor shall furnish all tools, labor, materials, and supervision necessary to execute all tasks per the Statement of Work. The services shall also be in accordance with industry standard, local, state, Federal and all other applicable laws / regulations. The North American Industry Classification System (NAICS) Code is 238210 and the Small Business Administration s (SBA) size standard is $15 million for this procurement. This solicitation is issued as a TIERED EVALUATION INCLUDING as established in 38 U.S.C. 8127. This solicitation is issued as a TIERED EVALUATION INCLUDING SMALL BUSINESS CONCERNS: This solicitation is being issued as a tiered evaluation for SDVOSB concerns, or in the alternative, a tiered evaluation for VOSB concerns, or in the alternative, a set-aside for other small business concerns with HUBZone small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited. Offerors identifying as VOSB or SDVOSB must be listed in the Vendor Information Pages at www.vetbiz.gov. All offerors must be currently registered in the System for Award Management, www.sam.gov. Place of Performance: VA Long Beach Healthcare System, 5901 East 7th Street, Long Beach, CA 90822. Period of Performance: Base year and up to four (4) one (1) year option periods. Provisions / Clauses: As specified in the enclosed solicitation Submitting Offer: Offerors are reminded to thoroughly review the solicitation in its entirety and shall submit their offer using the following: 1. SF 1449 page 1. Complete box 17a, and complete and sign box 30a/b/c 2. Complete Administrative Data and Acknowledgement of Amendments on page 3 of the solicitation. 3. Complete Price/Cost Schedule on page 4 of the solicitation. 4. Complete Offeror Representations and Certifications, section E3 beginning on page 20 of the solicitation, as applicable. Offerors are advised the Government may be unable to receive other types of electronic files (e.g. compressed or zip files) or files larger than ten (10) megabytes (MB). It is the offeror s responsibility to ensure all required documents are included and completed as required by this solicitation.
