Description
The United States Geological Survey intends to award a non-competitive purchase order in accordance with FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items, to HYDROLOGIC INC, Grand Island, NY for modeling river basins, using OASIS Software, to be delivered to USGS Tennessee WSC. The period of performance are 3/14/19 to 3/13/20. There are two one-year option periods. HYDROLOGIC INC is the only known source for formulated input data & inflows for the owned equipment. In December 1999, Hydrologic patented (Patent No. 6,002,863) their program called OASIS that has been used to avail water allocations for river basins that impacts roughly 20 percent of the U.S. population. OASIS has been used to develop decision-support frameworks for several river basins in the Southeastern parts of United States, including, but not limited to, the Apalachicola-Chattahoochee-Flint, Black Warrior, and Alabama-Coosa-Tallapoosa. Utilizing OASIS for developing a decision-support framework for the Pascagoula and Pearl River basins will provide a common platform of operation for federal and state resource managers to use for water resources decision making. Using a common platform allows for more equitable comparison and evaluation of results/output, allowing for a more holistic approach to resource management. Incomparability of the data, output, and decision-making guidance (if multiple approaches were used within a region) would be detrimental to the utility and usefulness of the application to regional water resources. Additionally, OASIS has recently added the capability to incorporate flow-ecology response functions, this provides not only output indicating the likely hydrologic response of a given flow modification (increased/decreased withdrawal, returns, altered reservoir operations), but also to cast the output in terms of aquatic community (fish, invertebrates) response to changes in streamflow. Without this seamless capability, multiple scenario response platforms would be required costing additional time and funding. This combined hydrologic and ecological functionality is a unique capability of OASIS models and a very important component of the overall decision-making process as federal and state resources managers look to balance human and aquatic needs. A combined decision-support application capable of seamlessly provide hydrologic and ecological output to various scenarios of water management is cost efficient to the Federal and State governments since less time will be spent on bridging differences in numerical approaches. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.5 Simplified Procedures for Certain Commercial Items. All responsible sources may submit a bid, proposal, or quotation no later than 2/28/2019 which shall be considered by the agency. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.
