Description
Pursuant to FAR 13.106-1(b), the Department of Commerce, National Telecommunications and Information Administration (NTIA), National Institute of Telecommunication Sciences (ITS) to issue a sole source purchase order to Keysight Technologies for SystemVue radio link simulation software support services. Only Keysight Technologies can provide software upgrades and bug fixes to the software which they have created and copyrighted. SystemVue is a radio link simulation software product that can emulate the operation of many Federal and commercial radio systems. The software is used by the ITS to determine the maximum interfering power critical government radio systems can tolerate. Maximum interfering powers are referred to as interference protection criteria which are used by Federal spectrum engineers to determine distance and frequency separations between radio systems. Previously these IPC were determined through measurements. ITS is currently creating models within SystemVue to supplement and eventually replace these measurements with less costly and more reliable software simulations.The software support services requested are an essential component of our effort. Without these services we would not be able to obtain necessary software upgrades, bug fixes, or skilled technical support. This would impact the ability of ITS to reach program milestones in a timely manner if at all. Ultimately this would impact Federal government efforts to investigate spectrum sharing technologies needed to stimulate economic productivity. The intent of this notice is not to request competitive quotations and no solicitation is available or will be issued. Any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. Interested parties may submit a description of their firms' capabilities for satisfying the requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received no later than March 12, 2018 at 5:00 PM EST.
