- JECT NUMBER AJXF092040 (Air National Guard) -"Repair Exterior Maintenance Hangar 16 Building 3119". This notice is for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals or Request for Quotes. The purpose of this synopsis is to seek interest and capabilities of Small Business, Small Disadvantaged Small Business, SBA Section 8(a) participant, Service-Disabled Veteran-Owned Small Business, Women Owned Small Business, HUB Zone Business general contractors who have the capability, financial resources, satisfactory performance and bonding capacity to perform on a construction project with a magnitude between $5,000,000.00 and $10,000.000.00 on Joint Base Andrews, Maryland. District of Columbia Air National Guard anticipates the solicitation and award of a contract for renovations to existing Building 3119 (Hangar 16). Building 3119 is an existing aircraft hangar with exterior composed of asbestos siding and translucent fiberglass panels' structure constructed in 1955 and the total exterior area proposed for renovation is 67,345 square feet. Project elements include, but are not limited to : site work; pavement; utilities; limited storm water management; building envelope improvements; AT/FP compliant windows, upward acting motorized fabric hangar door, personnel entry doors, interior patching and repair of walls and floors, wet pipe sprinkler system; limited HVAC power and telecommunication system; and exterior building mounted lighting. Project includes abatement of exterior corrugated asbestos containing wall panels and limited interior asbestos abatement of floor tiles, pipe elbow and duct mastic in areas affected by the work. The project will be constructed in 3 phases. All interested Small Business concerns will provide this office in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 4PM Eastern Standard Time on March 29, 2019. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $33.5 million average annual revenue for the previous three years to be classified as a small business. Your attention is directed to FAR CLAUSE 52.219-14(c)(3) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract, in the case of a contract for general construction, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project if set aside for small business. Contractors should provide information regarding their plan and resources available to provide the indicated 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Attach information, not to exceed three typewritten pages, that must include a (1) positive statement of intent to bid as a prime contractor and (2) a completed and signed Sources Sought Information Request Form (see form attached) and (3) a listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and POC are to be included. Indicate if you were a prime or subcontractor, and if subcontractor, provide name and point of contact for the prime contractor, (4) a brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate small business contractors are not available for adequate competition for this project, it will be advertised as unrestricted.
