- NOTICE OF INTENT Contract FA4890-13-C-0104, MQ 1/9 Contract Aircrew Training (CAT) and Courseware Development (CWD) ACC AMIC intends to award a modification for a bridge contract for one month performance period (1 April 2019 - 31 Apr 2019) to CAE USA, Inc., IAW 10 USC 2304(c) as implemented by FAR 6.302-1, Only One Responsible Source, to allow time for contract transition activities at Holloman AFB, March ANGB and Hancock Field ANGB for contract FA4890-13-C-0104, MQ-1/9 CAT/CWD. The contract was competitively awarded to CAE USA Inc. to provide initial Contract Aircrew Training and Courseware Development to prepare aircrews to fly MQ-1/9 in support of Remotely Piloted Aircraft (RPA) combat missions. CAT support consists of academic, training device and classified and unclassified flying instruction, as well as training plan and event lesson plan development. CWD support consists of producing, updating, and revising classified and unclassified Flying Training Unit courseware to support academic, training device and flying instruction. Other tasks include providing scheduling, registrar, computer, console operators, and tactical communications support. Award of this modification to CAE USA, Inc., will increase the contract value by approximately $3.4M. The NAICS code for this procurement is 611512, Flight Training. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and no solicitation will be issued; however, any firm that believes it can meet the requirement on 1 Apr 2019 may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement detailed above and at the specified date. Information received by close of business 12 Mar 2019 will be considered by the Government solely for the purpose of determining whether to conduct a competitive acquisition at this time.
