- As previously advised under synopsis/posting for W15QKN-19-R-0013, the U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, is issuing Request for Proposal (RFP) for the manufacture, Load, Assemble, and Pack (LAP), and final delivery of the 155MM M231 and M232 Type Modular Artillery Charge System (MACS) propelling charges. The Government intends to award up to two Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) production type contract(s) with five (5) one-year ordering periods. The MACS LAP consists of two types of propelling charges, the M231 and the M232-Series, and all associated packaging. It uses a "build-a-charge," incremental-based system; the M231 is used singularly or in pairs for Low Zones (1 & 2) and the M232-Series is used in groups of 3, 4 or 5 charges for High Zones (3, 4 & 5). The system is compatible with all current 155mm field artillery weapons. The total maximum contract value will be $133,212.118.80, to include all contract awards, to procure up to an estimated 1,000,000 M231 and an estimated 2,600,000 M232-Series propelling charges. Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award. The MACS LAP of the M231 and the M232 Type propelling charges will be in accordance with Government Technical Data Packages (TDPs). The TDPs are coded as Distribution Statement F (Further dissemination only as directed by PM CAS) and will be made available once the solicitation has been released for this effort. A completed Military Critical Technical Data Agreement (AMSTA-AR Form 1350), and a completed Non-Disclosure Agreement (NDA) will be required prior to consideration to receiving the TDP.
