This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a "request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, with a small business size standard of 1,000 employees. The Northport VA Medical Center Histology Department is seeking to purchase one H & E SLIDE STAINER. All interested companies shall provide quotation for the following: H & E SLIDE STAINER with the following features: One touch complete processing Random access slide processing STAT on demand at any point in the process Hands free consumable monitoring and inventory management Prepackaged and ready to use solutions and stains Continuous access for reagent loading Advanced RFID technology Consistency and reproducibility Drying through coverslipping Simultaneous processing of multiple protocols Countertop/tabletop models shall include required table Supplies Line Item Description Quantity Unit Price Total Price 1 H & E SLIDE STAINER 1 EA STATEMENT OF WORK (SOW) H & E Automated Stainer 632-19-2-3086-0030 Northport VA Medical Center, Northport NY (632) Pathology & Laboratory Medicine Service (113) Histology Department INTRODUCTION AND OVERVIEW The Histology Department requires the replacement of the current H & E stainer which is no longer supported by the vendor for parts and maintenance. BACKGROUND We currently own the Ventana Symphony H & E automated slide stainer (EIL:164 33672), purchased November 20, 2012. The vendor is no longer manufacturing or supporting this model due to the numerous changes and enhancements that have been made in the new product line. The model we currently have produces a very large amount of hazardous liquid waste (approximately 150 gallons per month) and our goal is to reduce the generation of this waste. There are products on the market that generate a much smaller quantity of hazardous waste, approximately 1-2 gallons per month. Due to the on-going staffing shortages in this service, we also require a staining system that automatically coverslips the completed slide in the same process, since this would save time and be more efficient than manually coverslipping each slide after staining. Once again, the manual coverslipping procedure requires the use of another hazardous chemical under a chemical safety cabinet. 3. SCOPE OF WORK Our scope would be to acquire one H & E staining solution with a system that can individually stain each slide with consistency and reproducibility from first to last slide, ready-to-use reagents, a consolidate platform that includes slide drying, staining, coverslipping, and heating with minimal maintenance (once weekly or less). 4. OBJECTIVES To acquire an H & E slide stainer with the following features: One touch complete processing Random access slide processing STAT on demand at any point in the process Hands free consumable monitoring and inventory management Prepackaged and ready to use solutions and stains Continuous access for reagent loading Advanced RFID technology Consistency and reproducibility Drying through coverslipping Simultaneous processing of multiple protocols 5.0 PERIOD OF PERFORMANCE N/A 6.0 PROJECTED COST N/A 7.0 REQUIREMENTS Equipment to be delivered/assembled upon receipt to medical center. Training of all histology staff on-site. Statement of warranty of equipment, minimum one year. Statement of service included or for purchase: preventive maintenance; service and repair. 8.0 Tasks Delivery of one H & E slide stainer system with integrated coverslipping to the Northport VA Medical Center, Histology Department, Building 200, Room CO-C10, 79 Middleville Road, Northport, NY. Validation of the system including power check, D.I. water check (if required), waste disposal, ventilation and validation of remote access. Completion of on-site training. 9. Schedules/Milestones Delivery of one H & E slide stainer system within 30 days of purchase. Validation of performance within 30 days of delivery.
