Description

The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Fort Huachuca Division intends to award a sole-source contract under the authority 41 U.S.C. 1901(e)(2), 10 U.S.C. 2304(f), and FAR 13.501(a)(1)(ii) - Simplified Procedures for Certain Commercial Items to Planet Associates Inc. located at 24 Wampum Road Park Ridge, NJ 07656. The requirement is to provide maintenance support to the existing system which consist of the following: The contractor shall provide service 24 hours x 7 days a week x 365 days a year access to Planet IRM Technical Support experts that can troubleshoot and assist with timely resolution of previously procured (GS-35F-0928N-W91RUS15F0009) IRM software perpetual licenses and maintenance issues. 24 hours x 7 days a week x 365 days a year call logging via help desk and other web-based electronic means for case request entry, logging, and tracking. Provide responses to the customer no later than next business day. Provide maintenance support per the GSA FSS GS-35F-0928N annual maintenance as a product includes the publishing of bug/defect fixes via patches and updates/upgrades in function and technology to maintain the operability and usability of the software product. It may also include other no charge support that are included in the purchase price of the product in the commercial marketplace. No charge support includes items such as user blogs, discussion forums, on-line help libraries and FAQs, hosted chat rooms, and limited telephone, email and/or web-based general technical support for user's self-diagnostics. Provide access to Planet IRM's product technical documentation, product notices, FAQs, and bulletins. Comprehensive Preventative Maintenance services can detect issues with the system before they impact user operations. Actions can be taken to proactively address potential issues. The following items will be included in the Preventative Maintenance Services. The contract will consist of a twelve month base period beginning 1 April 2019 through 31 May 2020 plus 4 option years. The North American Industry Classification System (NAICS) code is 541511. This Notice of Intent to award a Sole Source Contract is not a request for competitive proposals. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Interested parties may express interest and provide a capability statement no later than 13 March 2019, 2:00 pm Arizona Time (Arizona does not observe Daylight Savings Time).
