- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability and potential qualifications of service-disabled veteran owned small businesses, veteran owned small businesses, and small businesses relative to the North American Industry Classification Code (NAICS) 325412 (Pharmaceutical Preparation Manufacturing). Potential sources are to respond by email at tammie.chaney@va.gov no later than March 8, 2019 at 4:00pm Central Standard Time, and provide to following information: Capabilities and experience for providing this product Business Size (i.e. Small Business, SDVOSB, Woman Owned Small Business etc.) DUNS Number Tax Identification Number GENERAL INFORMATION 1. Title of Project: Radiopharmaceutical Supplies for Nuclear Medicine at Central Arkansas Veterans Healthcare System (CAVHS). 2. Background: Nuclear Medicine requires that all radiopharmaceuticals are delivered within the allowable timeframes. There is a very short shelf life for most radiopharmaceuticals needed to perform the required test. In addition, this is a highly regulated service and must meet the requirements of the Nuclear Regulatory Commission. There are also requirements for samples to be picked up within a specific timeframe e.g. for WBC scans within 1 hour of notification and the returned tagged blood within 3 hours of pick-up. 3. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. This is to include the delivery of routine orders for next day radiopharmaceuticals by 0630 a.m. and provide delivery within one (1) hour for all urgent or emergent requests for radiopharmaceuticals using the proper transporting protocols and meeting the standard classifications to identify radiation limits established by the Department of Transportation and the Nuclear Regulatory Commission have been met. Contractor shall provide a software tracking system that allows the end user to document and track usage, patient dose and waste of radiopharmaceuticals within regulatory compliance of state, federal and accrediting requirements. This software tracking system will be maintained on one workstation in the Nuclear Medicine work area. The contractor will be responsible for maintenance of the software tracking system. This program will be available for lease to the end user. Contractor will provide necessary costs and instructions for use and installation, all to be approved by the end user and CAVHS. Terms and Conditions will be determined in accordance with federal Acquisitions Regulations and the Veterans Administration Contracting Officer 4. Performance Period: Base (12 months) plus four (4) 12 months option period 5. The contractor shall complete the work required under this SOW daily Monday thru Friday and off hours, weekends and Federal holidays as required for emergent or urgent cases from date of award, unless otherwise directed by the Contracting Officer 6. Type of Contract: Firm-Fixed-Price B. GENERAL REQUIREMENTS Provide delivery by 0630 on all routine orders for radiopharmaceuticals. Provide delivery within 1 hour for all urgent or emergent requests for radiopharmaceuticals. All deliveries to Central Arkansas Veterans Healthcare System (CAVHS) shall be made following the proper transporting protocol; assuring that the standard classification to identify radiation limits established by the Department of Transportation and the Nuclear Regulatory Commission have been met. Compounding pharmacy must be licensed by the State Board of Pharmacy in which it is located which it is located and in good standing (no actions pending or unresolved such as a probationary period). Assure that all transporting personnel have proper identification and documents when delivery supplies to CAVHS. Establish a method to hand-off to the appropriate Nuclear Medicine personnel, the Contractor and Logistics support staff. All containers delivered to CAVHS must be sealed appropriately to assure that the package has not been compromised during transportation. WBC scans-pharmacy will pick up the blood samples within 1 hour after notification and will return the tagged blood to CAVHS within 3 hours of time of pick-up. Assure that sample is correctly labeled with patient identifiers when it is picked up and again validated on deliver of the tagged product. All counts of drugs must be correct on delivery with no more than 5 errors per year. Contractor shall provide an acceptable software tracking system to be installed in the designated location of the Nuclear medicine work area at CAVHS. The software tracking system will allow the end user to document and track health tests, incoming radiopharmaceuticals, and disposition of radioactive waste within regulatory compliance of state, federal and accrediting requirements. This software tracking system will be maintained on one workstation in the Nuclear medicine work area. The contractor will be responsible for maintenance of this software tracking system. C. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks and Associated Deliverables: The contractor shall provide the specific deliverables described below within the performance period stated in Section A.4 of this SOW SCHEDULE FOR DELIVERABLES If for any reason any deliverable cannot be delivered within the scheduled time frame, the contractor is required to explain why in writing to the Contracting Officer, including a firm commitment of when the work shall be completed. This notice to the Contracting Officer shall cite the reasons for the delay. The Contracting Officer will then review the facts and issue a response in accordance with applicable regulations.
