Description
This is a pre-solicitation announcement for the Department of Veterans Affairs, Cincinnati VA Medical Center, located in Cincinnati, Ohio. A Request for Proposal will be issued on this Federal Business Opportunities (www.fbo.gov) website on or about 12 March 2019, to Relocate 4th Floor Pharmacy HVAC at the Cincinnati VA Medical Center, 3200 Vine Street, Cincinnati, OH 45220. This announcement is a 100% total set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The VA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the contract documents, plans, and specifications, a summary of which is provided below: The Contractor shall provide all tools, equipment, material, permits, labor, and supervision required to completely perform the required Heating, Ventilation and Air Conditioning (HVAC) construction work for Project 539-18-501, Relocate 4th Floor Compounding Pharmacy, including demolition and removal of existing HVAC related components. All work shall be completed in accordance to the project drawings and specifications. Work includes demolition of existing HVAC equipment and delivery and installation of HVAC equipment according to the project drawings and specifications. General construction, electrical, plumbing, and mechanical work are required. HVAC components include, but are not limited to, Air Handing Units (AHU), exhaust fans, stainless steel duct work, traditional duct work, Variable Air Volume (VAV) boxes, etc. A full list of components can be viewed in the Project drawings. This construction project will remove and install new HVAC components to support the build out of a hazardous and non-hazardous compounding pharmacy at the Veterans Affairs Cincinnati Campus. Period of Performance: 90 calendar days after issuance of the Notice to Proceed. The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction Contractors and size standard $36.5 million applies. The government intends to award a Firm Fixed Price Contract within 180 days from receipt of proposal. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via FBO. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various documents, forms, and drawings will be available for download at no charge only from the FBO website on or 15 October 2018, with a due date to be specified in the solicitation. Further details of all dates and events, proposal due date, will be available in the solicitation. FBO is the only website where official bid documents will be made available. All interested contractors should register at FBO so that others will know of your interest in participating in this procurement. A bidder's list is not maintained nor distributed by the Contracting Officer, as it is the bidder's responsibility to register at the FBO website. Offerors are advised that they are responsible for obtaining all solicitation documents and acknowledging any amendments and should re-visit the FBO website periodically to check for any changes to this announcement or pending solicitation. Prospective contractors shall complete electronic annual representations and shall be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/SAM/#1, shall be verified in the Vetbiz Registry Information Pages prior to submitting an offer, and shall have on file a current and complete VETS-4212 report at https://www.dol.gov/vets/vets4212.htm (if applicable).
