- The Department of Veterans Affairs, Network Contracting Office 10, 24 Frank Lloyd Wright Drive, Lobby M, Suite 2200, Ann Arbor, MI 48105, intends to solicit offers for the creation and maintenance of a web-based Lung CT Data Collection program. Must include a capability statement that shows the ability to create a custom web-based program, a listing of previous custom web-based programs created for healthcare facilities/VA medical centers, and the hosting/security technologies utilized for your web-based programs. Work shall be mainly performed at the contractor s site, but there is a requirement for site visits at the John D. Dingell VAMC, 4646 John R Street, Detroit, MI 48201. Services, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. This is not a solicitation. This is a Request for Information, Sources Sought. This Sources Sought will close on March 12, 2019 at 1:00PM Eastern. Please e-mail all responses to nicole.feeman@va.gov. STATEMENT OF WORK (SOW) 1. SCOPE OF WORK: The contractor shall create a secure, web-based Lung CT database tracking system known as the Lung CT Data Collection (LCTDC) Program that will allow specific lung parameters to be reviewed, collected and reported on to compare disease sizing and correlations of created patterns and among a certain group of VA patients. The program shall be web-based, there shall be no software that needs to be downloaded or installed onto VA computer systems. The program shall be customized to fit the requirements that the VA needs. There is no use for an off-the-shelf or already designed program, unless it is customizable to the requirements of the VA. This program will be utilized by the John D. Dingell VAMC, Detroit, MI. The LCTDC program can be used to classify lung disease in patients. The aim of this radiology study will be to assess the efficiency and accuracy of the use of CT scans in the department, and result in better efficiency and accuracy in lung CT categorization utilizing patient outcome reporting. Parameters will be decided by VA radiologists from the following list. The contractor shall be prepared to include these parameters in the system: Location of Tumor Screening or Diagnostic Exam Type History Abnormality Selection Size of Tumor Type of Tumor Lung RADs calculation Statistical Audit reporting Modality selection for tracking Query results Report template section Within the scope of this project, the Contractor will deliver the following: a. The contractor will perform four (4) onsite requirements gathering sessions. This will be followed by the design and development of a custom LCTDC web-based program for John D. Dingell VAMC. b. Historical Data will be provided by the John D. Dingell VAMC in CSV format which will be loaded to the system. This data/information will be pulled from Vista and CPRS. This data will include size of tumor, type of tumor, and abnormality selection. c. Online excel-based reports will be included, allowing users to launch reports in excel from within the system. d. The LCTDC program can be used to classify lung disease in patients. The aim of this radiology study will be to assess the data collection efficiency and accuracy of the use of CT scans in the department. e. This system will allow radiology to collect data regarding time to completion and accuracy of each CT lung case. f. Patient reporting and comparisons allowing data collection analysis will be the goal. As well as to become more efficient and more accurate in lung CT categorization utilizing patient outcome reporting. g. An afterhours e-mail access will also be provided for questions and responses. 2. CONFORMANCE STANDARD: All services provided under this contract must be performed in conformance with the National Fire Protection Agency (NFPA), Occupational Safety and Health Administration (OSHA), and Original Equipment Manufacturer (OEM) standards and specifications. 3. HOURS OF WORK a. Hours of work for this project are defined as Monday through Friday from 8:00 a.m. to 5 p.m., excluding federal holidays or as otherwise arranged with the Contracting Officer Representative (COR). b. The ten holidays observed by the Federal Government are New Year s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day. Also, any other day declared by the president of the United States to be a national holiday. 4. PERFORMANCE REQUIREMENTS: The Government will have access to any created modules and reports available in the LCTDC program. Unlimited email support and ongoing maintenance which includes the release of upgrades during the duration of the contract. The program will allow patient reporting and comparisons allowing data collection analysis. More efficient and more accurate lung CT categorization utilizing patient outcome reporting. The Contractor will warranty all work performed within this project and correct any problems occurring during contract timeframe at no extra charge. 5. HOSTING/SECURITY We need the secure web-based application to include the following security technologies: a. Hosting Environment: Tier 3 Data Center, SOX Compliant, HIPAA Compliant, PCI DSS Compliant b. 128-Bit Encryption c. Secure Socket Layer (SSL) protection d. PHI Encryption: PHI encrypted at rest using AES256 e. Individual username and strong passwords for all users (no group account sharing) f. Complex and auto-expiring passwords g. Password reuse prevention h. Automatically disabling non-used accounts i. User Security-Timeout: Implement a non-activity time out to the system to re-authenticate every x minutes j. Database utilizes Transparent Data Encryption 6. DOCUMENTATION REPORT: After the program is created, a service report shall be provided to the Radiology department including the following information in a Word document format: a. Date and total hours of program completion. b. Version modification control. c. Radiology check-point results. d. Timeline comments or remarks.
