- This is a SOURCE SOUGHT NOTICE in support of the Portland VA Healthcare System in Portland, OR, for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Joshua Anderson at JOSHUA.ANDERSON2@VA.GOV. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses due by March 7th, at 1600. Potential contractors shall provide, at a minimum, the following information: 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Is your firm eligible for participation in one of the following small business programs? The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. Not responding to this Sources Sought does not preclude participation in any future or potential solicitation, or Request for Quotation. It is the intent of the Portland VA Medical Center to use the information gathered for market research purposes only. If a formal solicitation is released, it will be posted via the Federal Business Opportunity (http://www.fbo.gov). DESCRIPTION OF THE REQUIREMENT: 1. Background The Portland VA Medical Center (PVAMC) requires calibration of audiology equipment at Portland, Vancouver, and the associated CBOCs that have Audiology Equipment. 2. Scope All work is to be performed onsite/on campus at Portland, Vancouver, or the respective CBOC (Bend, The Dalles, Hillsboro, and Salem). Work must be scheduled and performed to minimize impact on patient care. 3. Specific Tasks General Requirements: Calibrations: All equipment on ATTACHMENT A, is to have an annual or semi-annual calibration in accordance to current VA regulations and manufacturer requirements. The equipment must be certified so as to meet the requirements of Compensation and Benefits section of the Portland VA. All parts normally required during the annual preventive maintenance will be provided at no extra cost. All replacement parts must be OEM or OEM approved, and meet OEM specifications for build and design. Contractor must provide their own calibration equipment and the equipment must have a current calibration sticker (less than one year old). If any equipment is found that is not on the supplied list, Biomedical Engineering must be notified. No calibration work is to be performed on any unit not on the original list. Contractor is to cover the costs for all travel to/from Portland and any CBOCs where there is audiology equipment, any lodging, meals, and incidental costs during the calibration process. Contractor will not charge any additional fees or costs for scheduled work that has to be performed before or after normal business hours in order as required to minimize impact on patient care. Technical Expertise and availability Contractor s service engineers performing the calibrations must have OEM training on the units they are calibrating. Contractor must have a trained, local technician in the Pacific Northwest area, with preference in the Portland metro area. This is required for fast response and schedule flexibility. Contractor must be able to be flexible according to the clinical needs of Audiology and to minimize impact on the direct patient care being provided by Audiology. Contractor s field technicians must have knowledge of VA OIT operations and be able to work with VA Information Systems Biomedical Engineering Support Specialists to troubleshoot and remedy any operational issues, software errors, communication errors, etc caused by the equipment, software, OIT network, network communication, etc., or any combination of these items. Calls to the Contractor for technical support, etc. as it pertains to this contract must be returned by the field technician within 2 business days. Direct communication between the clinicians and/or the VA Information Systems Biomedical Engineering Support Specialists and the Contractor s field service engineers is required in the timeframe given. Incidental Equipment Repair Needs Found during Calibration Process: Repairs are not included in this contract. If any items need parts or labor that are not covered by the calibration process, Biomedical Engineering must be notified prior to any work being performed. Post Calibration Follow up Needs In the event that the clinicians discover there is a problem with the calibration or that re-calibration is needed within 10 business days of job completion, Contractor will send a technician onsite within 3 business days of notification to remedy the situation. All costs for labor, travel, lodging, meals, etc. will be covered by the Contractor. 4. Performance Monitoring The tasks are well defined and can, therefore, be easily monitored by the Government point of contact (POC), who shall represent the government for this process. The contractor performance will be monitored and the work certified by the POC. The POC will assure contractor quality by routine inspections, product sampling, and monitoring of work while work is being performed. 5. Inspection and Acceptance Criteria. The POC is responsible for certifying that the work done under this contract is performed to standard. The POC is also responsible to assure the inspection and acceptance of products provided incidental to services. 6. Place of Performance.
