- This is a Sources Sought Notice / Request for Information issued by the Bureau of the Fiscal Service on behalf of the United States Mint. The purpose of this RFI is to identify potential sources which are both capable of and interested in providing the services outlined herein. The information received will be considered for the purpose of developing a prospective vendor pool for any subsequent solicitation that may be issued for this requirement. Please note, in accordance with 31 U.S.C. § 5136, no provisions of law governing procurement or public contracts are applicable to the procurement of goods or services necessary for carrying out the United States Mint programs and operations. The United States Mint, a bureau within the Department of the Treasury, has identified a need to replace their Automated Data Collection System (ADCS). As a manufacturing entity, the United States Mint requires an Oracle-certified system which provides the ability to conduct Oracle Manufacturing transactions remotely via mobile devices, fixed scanners, and desktop emulators from the plant floor and throughout the facilities, in both online and offline modes. The United States Mint currently utilizes Oracle E-Business Suite (EBS) as its financial system of record. Within Oracle EBS, the bureau uses manufacturing modules to manage the manufacturing and supply chain process. The United States Mint's current ADCS application (Oracle Advantage by HighJump) is approaching the end of its useful life and needs to be replaced with an application which is compatible with the bureau's Oracle EBS system. The United States Mint requires a software system, along with hardware and implementation services to include project management, training, and support. An explanation of the general service requirements for a replacement system is included within the attached requirements summary document (Attachment 1). INSTRUCTIONS FOR PROSPECTIVE RESPONDENTS Interested firms are asked to provide the following in response to this RFI: 1. The name, location, DUNS number, and point-of-contact information for the respondent's firm; 2. A brief capabilities statement, which includes a description of the respondent firm's standard line of business, experience regarding similar requirements, and a list of the three (3) most recent customers for which the respondent firm has provided similar services; 3. A White Paper (5 pages or less) outlining the respondent firm's concepts and strategies for implementing the vision included in the requirements summary document; and 4. Respondent firm's business size under NAICS 541512 (Computer Systems Design Services) with a size standard of $27.5 million. All respondents are advised that the requirements summary document may, at any time and without notice, be revised, and that a response to this RFI is not an offer and will not be considered for contract award. A solicitation may be available at a later date at the sole discretion of the United States Mint, and response to this RFI does not ensure a respondent's inclusion in any resulting solicitation. In the event that a solicitation is issued as a result of this RFI, invited parties will be required to respond separately and formally in order to be considered for contract award. Please note that any subsequent solicitation will not reference this RFI. The United States Mint will consider written vendor responses received by the "Response Date" deadline listed above. Responses must be submitted electronically to Purchasing@fiscal.treasury.gov and reference "RFI 20340919N00001; Attn: S.ROW/E.DEGRAEF" in the subject line of the email. Requests for additional information and/or a copy of the solicitation will not be considered an affirmative response to this RFI. Telephone responses or inquiries to this request will not be accepted.
