Description
PRE-SOLICITATION NOTICE SOLICITATION NUMBER: N40085-19-R-9088 This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this synopsis is to make notice of a proposed contract action for a Design-Build (DB) construction project for the Reserve Training Center Complex, Galveston, Texas. PROJECT DESCRIPTION: Reserve Training Center (RTC) complex. The project designs and constructs expansions, alterations, and improvements to the site and facilities at the Marine Corps RTC complex in Galveston, Texas. The existing RTC will undergo limited renovations related to upgrading the existing armory facilities, or comprehensive remodeling under a bid option. The spaces will be utilized by full-time staff and reservist Marines in training and drilling activities in support of an amphibious assault vehicle (AAV) program. The building encompasses offices, classrooms, drill hall, and various other spaces. An annex to the RTC will be constructed to house a number of functions that cannot fit within the existing building footprint. These include, but are not limited to, a supply warehouse, a gear locker room, restrooms, showers, and day lockers. The annex is a one-story metal-framed masonry-wall building with standing seam sloped metal roof, electrical, lighting, fire protection systems, heating, ventilation, and air conditioning (HVAC) systems. Deep foundations may be required. The vehicle maintenance facility (VMF) attached to the existing RTC will receive double its current number of open service bays, which will be used primarily in support of the AAVs. Several new spaces will be added to the existing VMF, including adjacent support rooms, equipment storage, and administrative offices. The VMF addition is one-story high-bay with concrete foundations and floor, masonry walls, sloped standing seam metal roofing system, overhead doors, fire protection systems, steel personnel doors and HVAC. A pre-engineered covered vehicle canopy at the tactical vehicle parking lot will protect AAV ™s. The site will undergo significant redevelopment and reconfiguration. The site features immediately surrounding the buildings will be altered to accommodate new building functions, expanded personally-owned vehicle and tactical parking areas, and anti-terrorism / force protection setbacks. The project includes providing fixtures, furnishings, and equipment; vehicle petroleum, oil, and lubricants system; compressed air systems; and pallet container racks. In addition to more extensive RTC remodeling, bid options include providing a covered weapons cleaning area, relocating or demolishing a martial arts pit, replacing overhead doors in the VMF, providing indoor wire mesh partitions, selectively relocating outdoor security fencing, and replacing warehouse-type lighting. This solicitation is being advertised as Unrestricted for full and open competition. This is a source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the tradeoff process at FAR 15.101-1. The basis for evaluation and evaluation factors for award will be included in the solicitation. In accordance with FAR 36.204, the magnitude of construction for this project is between $5,000,000 and $10,000,000. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 “ Commercial and Institutional Building Construction, and the Small Business Size Standard is $36,500,000. In accordance with FAR 19.501(c), the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. The activity small business office concurs with this decision. The drawings and specifications for this project will be posted with the solicitation and are not available at this time. The Request for Proposal (RFP) will be issued on or about 20 March 2019. All documents will be in Adobe PDF file format and downloadable from the Navy Electronic Commerce Online (NECO) website.
