This Notice Type: Pre-solicitation Notice Publicized through the Governmentwide point of entry in accordance with FAR 5.204. THIS IS A PRE-SOLICITATION NOTICE FOR CONSTRUCTION SERVICES FOR RENOVATION OF THE GROUND FLOOR OF BUILDING 105, RESEARCH BUILDING, VA BRONX NY, SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS. A SOLICITATION IS EXPECTED TO FOLLOW THIS PRE-SOLICITATION NOTICE. This pre-solicitation notice/announcement is issued sufficiently in advance of the invitation for bids (IFB) to stimulate the interest of the greatest number of prospective bidders set aside for Service Disabled Veteran Owned Small Business (SDVOSB). Description of the proposed work in sufficient detail to disclose the nature and volume of work (in terms of physical characteristics and estimated price range as per FAR 36.204 and VAAR 836.204: The purpose of this pre-solicitation announcement by the U.S. Department of Veterans Affairs, is to announce a future solicitation is expected seeking Service Disabled Veteran Owned Small Business (SDVOSB) construction company, to provide construction services, for Animal Research Shock Tube Site Support (1st floor, Building 105) of VA Medical Center, Bronx, NY (Location of the work). BRIEF DESCRIPTION OF WORK to include but not limited to: The contractor shall provide all labor, supervision, personnel, materials, tools, equipment, supplies, and necessary items to accomplish and perform all work to renovate the ground floor of Building 105. Work to include, but not limited to demolition, debris removal, general construction and alteration to plumbing, mechanical, electrical, HVAC, and fire protection systems, as shown on the drawings and specifications. All work to be performed at the James J. Peters Veterans Affairs Medical Center, Bronx, New York 10468. The renovation of an approximately 650 S.F. space on the 1st floor of the Research Building (Building 105) of the James J. Peters VA Medical Center to create an Animal Research Shock Tube Lab, which includes but is not limited to demolition of the existing area indicated on the drawings and construction of the lab. The new work will comprise general carpentry, modifications of the electrical, plumbing, fire protection, HVAC, telecommunication, and security systems, installation of millwork and/or casework, and interior finish work. The area is approximately 650 square feet and the following rooms will be included in the renovation: 1F-29A and 1F-23 Anteroom and smoke barrier wall will be constructed along the perimeter of the project before any construction work commences. All proper infection control and life safety measure will be provided and coordinated with Infection Control and Safety Officer. Period of Performance is within 120 calendar days from Notice To Proceed (NTP). Tentative dates for issuing solicitation invitations (IFB) is on or about March 18, 2019, and tentative due date response and opening bids is on or about April 17, 2019, and contractor completion of contract performance by December 31, 2019. The solicitation announcement shall follow this pre-solicitation notice. The solicitation documents including all information and technical specifications and drawings, is expected to be posted on Federal Business Opportunities (FBO) on or about March 18, 2019. The plans will be available for inspection without charge only on FBO. U.S. SBA Size Standards NAICS: 236220 Size Standard: $36.5 Million Disclosure of magnitude of construction: Between $250,000.00 and $500,000.00 Offerors will be able to search and find on FBO solicitation 36C24219B0014 to access solicitation documents and any Amendments, if any Amendments are processed. Offerors are advised to check the web site before submitting offer to ensure all information is complete and if there are any Amendments to the solicitation. Offerors are responsible for obtaining FBO posted information and any solicitation Amendments. This solicitation will be available in electronic format ONLY on FBO; distribution is limited to FBO electronic medium transmission and the VA will not provide hard copies. Copies of the solicitation may be downloaded at no charge at the Federal Business Opportunities (FBO) website at www.fbo.gov. A Pre-Proposal Conference and Site Visit shall be held, date/time/location to be provided with the solicitation. Only one site visit is planned. Offerors are strongly encouraged to attend. No site visit is available at this time under this pre-solicitation notice. Offerors must be currently 1. Listed in VetBiz Registry Vendor Information Page (VIP) (http://www.vetbiz.gov/vip/vip.htm) as SDVOSB 2. Registered on System for Award Management (SAM) and 3. have completed Online Representations and Certifications, ORCA. This acquisition is solicited pursuant to the Veterans preference Public Law 109-461 and other requirements as a Service-Disabled Veteran-Owned Small Business Set-Aside. A Firm-Fixed Price Construction award is anticipated. One hundred twenty (120) days bid acceptance period will be required. Bid Bond will be required; in accordance with U.S. Department of Treasury Listing of Approved Sureties (http://www.fms.treas.gov/c570/c570.html). Offerors responding to the future solicitation to be announced will be evaluated based on acceptable lowest price via Information for Bid (IFB) as per Federal Acquisition Regulation (FAR) Part 14 Sealed Bidding and VA Acquisition Regulation (VAAR) Part 814 Sealed Bidding. At this time Award is restricted to Service Disabled Veteran Owned Small Business (SDVOSB). Eventual contractor award is subject to the availability of funds. CONSTRUCTION COMPANIES THAT ARE SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES, WHICH MEET THE REQUIREMENTS AS WILL BE DESCRIBED IN THE FUTURE SOLICITATION ANNOUNCEMENT ON FBO ARE INVITED TO RESPOND THE SOLICITATION, EXPECTED TO BE ANNOUNCED ON OR ABOUT MARCH 18, 2019, BY JOSEPH ERCOLE, VA CONTRACTING OFFICER. Following this pre-solicitation notice, a competitive solicitation will be issued accordingly. A solicitation is not available at this time. Companies interested in responding to or requesting to be added to or being an interested party to a prospective bidders list or request to be added to the future solicitation will not be available. A solicitation announcement is expected to be published at www.fbo.gov website. There is no charge amount for solicitation documents via FBO.
