Description
Special Notice Notice of Intent to Award a Single-Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 17, Network Contracting Office (NCO) 17, located at 5441 Babcock Road, Ste. 302, San Antonio, TX 78240 intends to solicit and award a single-source firm-fixed priced contract for one-time Gynecological Teaching Associate services to be provided during the Veterans Health Administration (VHA) Women s Health Mini Residency workshop to the University of Texas A&M Health Science Center. Brief Service Description: The contractor shall provide 12-GTAs on April 4, 2019. The GTAs will provide a standardized, quality controlled, learning environment for providers. The 90-minute teaching session will consist of one GTA, who acts as patient and instructor utilizing their bodies as teaching tools, for three providers (learners). The learners will be provided with a systematic approach for conducting the well woman gynecologic exam from a patient empowerment perspective. Each portion of the exam will be taught in small increments. The GTA will instruct the provider on transitional skills ensuring the provider knows how to move from one aspect of the exam to another and relaxation techniques so that the stress level of the patient is reduced. The GTA will instruct using a simplified, step-by-step process of how each technique is conducted. The provider then will reproduce exam techniques under GTA direction and receive immediate feedback. The GTA will instruct the provider on appropriate patient education, clinical skill performance, and effective communication skills throughout the entire gynecological exam. After the 90-minute teaching session has been completed, each provider will return to their prospective GTA individually for 20-minute evaluation sessions. Services will be performed at the following Central Texas Veterans Health Care System facility: Olin E. Teague Veterans Medical Center 1901 Veterans Memorial Drive Temple, TX 76504-7451 The NAICS Code for this procurement is 611519 Other Technical and Trade Schools with has a Small Business Size Standard of $15M. This action is accomplished under FAR 13.106-1(b)(1)(i), Soliciting from a Single-Source. This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, any offers received may be used to determine if a comparable source is available and more advantageous to the government. All responsible sources may submit a response; which, if timely received, will be considered by the agency. If parties choose to respond, any cost associated with preparation and submission of data or cost incurred in response to this announcement shall be the sole responsibility of the contractor and will not be reimbursed by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. If no affirmative written response is received by the response date and time, a purchase order will be issued to the University of Texas A&M Health and Science Center without any further notice.
