Description
Department of Veterans Affairs (VA) Network Contracting Office 21 (NCO 21) intends to award a sole source, firm fixed price, contract for lab testing services at the VA Pacific Islands Healthcare System (VAPIHCS) to Diagnostic Laboratory Services, Inc., 99-859 Iwaiwa Street Aiea, HI 96701. The proposed contract award will be for five years. The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented for restricting competition on this procurement in accordance with FAR 13.106.1(b)(2) Soliciting from one responsible source. NAICS: 621511/Size Standard: $32.5M The contractor shall provide all personnel, equipment and services to perform laboratory services to include pick-up and transportation of specimens to its laboratory; pre-analytical processing as defined in its laboratory user s manual; reporting of analytical results, and consultation regarding selection, collection, transportation and result interpretation of lab tests. The contractor must have an Interconnection Security Agreement and Memorandum of Understanding (ISA MOU) with the Department of Veterans Affairs. The contractor must also be able to transmit test results Laboratory Electronic Data Interface (LEDI) for test result transmission to VA Computerized Patient Record System (CPRS) and Veterans Health Information Systems and Technology Architecture (VistA). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirement for the estimated period of performance (see attached RFQ for response information). Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. The Government will not be responsible for any costs incurred by responding to this notice. Responses are due by March 8, 2019, 1:00PM (HST). Responses shall be submitted via e-mail to andrea.kaplan@va.gov. Telephone requests or inquires will not be accepted.
