- This is a pre-solicitation notice. Network Contracting Office (NCO 21) intends to issue a Request for Quote (RFQ) to result in a single-award Indefinite Delivery Indefinite Quantity (IDIQ) for physical and occupational therapists for VA Northern California Health Care System (VANCHCS). Statement of Need: The purpose of this acquisition is for approximately three (3) full-time equivalents (FTE) Board Certified Physical Therapists and 1.5 FTE Occupational Therapists. The primary locations for work include VANCHCS offices in Fairfield, McClellan, and Martinez. However, the scope of the requirement will include the possibility of providing the services at all the other VANCHCS locations, including Chico, Mare Island, Oakland, Redding, Sacramento, Yreka, and Yuba City. Interested vendors will be required to submit at least three (3) or more candidates for the positions with the quote submission to include the employee s name, their place of residence, their start date with the vendor, a letter of commitment, and a copy of their license. Solicitation: The anticipated release date will be February 26, 2019 with quotes due March 12, 2019. The NAICS is 561320 Temporary Help Services with the size standard of $27.5M. The Product Service Code is Q518 Medical Physical Medicine/Rehabilitation. Interested offerors should continuously check FBO (www.fbo.gov) for the solicitation. This requirement will be set-aside as a total service-disabled, veteran-owned small business set-aside in accordance with VAAR 852.219-10. Limitations on Subcontracting will apply in accordance with VAAR 852.219-74. A post-award audit will occur to ensure compliance with Limitations on Subcontracting for this requirement, so all required documentation must be available for inspection from the compliance team.
