- RFI 36C25919Q0190 BOILER PLANT INSPECTION VA Medical Center Fort Harrison, MT 59636 BRIEF SCOPE OF WORK (This is for information only) Project Scope OVERVIEW The VA Montana Healthcare System (hereinafter the Agency ) requires semi-annual inspection and certification of the boilers at the Fort Harrison VA Medical Center located at 3687 Veterans Drive, Fort Harrison, MT 59636, and the Miles City VA Community Based Outreach Clinic (CBOC), located at 210 S. Winchester Ave., Miles City, MT 59301. The contractor shall provide all necessary personnel, supervision, professional expertise, licenses, vehicles, tools, materials, services, equipment, and quality control for completion of this project. Work shall include inspection, testing, reporting findings, reviewing VA records, and incidental adjustments to boiler safety devices. Work will be performed at six-month intervals to maintain operation of half of each site s boilers during inspection. The Contractor shall be responsible for all damages to persons or property occurring because of the Contractor s fault or negligence. The Contractor shall be responsible for all test results delivered and work performed until completion and acceptance of the entire work. All quantities in the SOW shall be field verified. All work shall be performed as specified herein and shall be in accordance with all applicable codes and requirements indicated in the VA Design Manuals, ASME Boiler and Pressure Vessel Code, VHA Directive 1810 Boiler and Boiler Plant Operations, and the most current edition of the VHA Boiler Safety Devices Testing Manual. SCOPE OF WORK Work comprises the individually identified tasks as listed below. Prepare and provide an inspection report outlining findings and corrective actions necessary to bring all specified boilers into compliance with current ASME Boiler and Pressure Vessel Code and VHA requirements as indicated in VHA Directive 1810 Boiler and Boiler Plant Operations. Inspection shall include, but not be limited to, furnaces, casings, supports, internal and external surfaces, closures, accessories, valves, and controls. The following boilers are to be inspected: Fort Harrison: 1. Superior HPS Boiler; Model: 4-X-750-S150-ICCF-GA2; SN: 17255 2. Superior HPS Boiler; Model: 4-X-750-S150-ICCF-GA2; SN: 17256 3. Superior LPS Boiler; Model: 8-X-1250-S15-ICCF-GA2; SN: 17252 4. Superior LPS Boiler; Model: 8-X-1250-S15-ICCF-GA2; SN: 17253 5. Superior LPS Boiler; Model: 8-X-1250-S15-ICCF-GA2; SN: 17254 Miles City VA CBOC: 1. Hurst LPS Boiler; Model DS100-15-11; SN: DS-1000-15-11 2. Hurst LPS Boiler; Model DS100-15-11; SN: DS-1000-15-12 Prepare and provide an inspection report as described in Task A for two additional HW boilers at the Fort Harrison location (Building 141): 1. Superior HW Boiler; Model: 4-X-1024-W60-ICCF-GA2; SN: 16854 2. Superior HW Boiler; Model: 4-X-1024-W60-ICCF-GA2; SN: 16855 Test and provide test results of the safety devices associated with the Fort Harrison steam boiler plant per the VHA Boiler Plant Safety Device Testing Manual, outlined in VHA Directive 1810; Boiler and Boiler Plant Operations. Test and provide test results of the safety devices associated with the two HW boilers at Fort Harrison, building 141 per the VHA Boiler Plant Safety Device Testing Manual, outlined in VHA Directive 1810; Boiler and Boiler Plant Operations. GENERAL REQUIREMENTS: A boiler inspector who has a valid commission from the National Board of Boiler and Pressure Vessel Inspectors (NBBI). A boiler inspector who is regularly employed by an insurance company which has been licensed or registered by the appropriate authority of a State of the United States to write boiler or pressure vessel insurance. Qualifications of contractor as an authorized inspection agency or a qualified professional inspector and of their current commissioned inspectors will be validated with the National Board of Boiler and Pressure Vessel Inspectors. Qualifications for Non-Destructive Testing Technicians: The technicians shall be certified as being qualified Level II technicians in the non-destructive testing methods to be utilized. The certification shall be in accordance with the requirements of the American Society of Non-Destructive Testing (ASNT). REFERENCE MATERIALS: The Qualified Professional Inspector shall demonstrate familiarity, compliance with and ready access to the current versions of the following codes, directives and manuals: ASME Boiler and Pressure Vessel Code: Section I Power Boilers Section IV Heating Boilers Section VI Care and Operation of Heating Boilers Section VII Care of Power Boilers ASME B31.1; Power Piping Code ASME CSD-1; Controls and Safety Devices for Automatically Fired Boilers ANSI/NB-23; National Board Inspection Code NFPA 85, Boiler and Combustion Systems Hazards Code VHA Boiler Plant Safety Device Manual, 2nd Edition VHA DIRECTIVE 1810(1), AMENDED September 11, 2018 INFORMATION SECURITY: The C&A requirements do not apply; a Security Accreditation Package is not required. Incidental exposure to protected health information may occur from accessing the work site. Staff will follow all Privacy & Security policies and procedures. PERIOD OF PERFORMANCE All work under this statement of work shall be started by the contractor after receipt of the Notice to Proceed and shall be completed at the end of 120 Calendar Days. Complete half the inspections at Fort Harrison and half the inspections in Miles City in the same week in the April / May timeframe and doing the other half in the same fashion in the June/July timeframe each year.
