- STATEMENT OF WORK (SOW) as of 11/February/2019 1. Contract Title. Contractor will survey the steam traps at the Chillicothe VA facility and record and map the location of all traps. Contractor will test traps, using Ultrasounds, for leaks and failed traps. Contractor will record operational status, type of trap, and non-contact temperature measurement across the trap and record an evaluation for correct type and application of trap. Contractor will provide all documentation on findings to the Engineering department. 2. Background. Steam traps around the facility are failing and causing serious issues for Engineering personnel. Engineering is also having difficulty in locating, mapping, and tracking the steam traps within the campus- style facility grounds. The resulting survey will identify which steam traps need repaired for cost-effective opportunities for energy savings. 3. Scope. Contractor will provide personnel and equipment necessary to survey the steam traps at the Chillicothe VA facility and record the location of all traps. Contractor will utilize both ultrasound and temperature differentials when conducting steam trap surveys. Contractor will test traps, using Ultrasounds, for leaks and failed traps. Contractor will record operational status, type of trap, and non-contact temperature measurement across the trap and record an evaluation for correct type and application of trap. Contractor will provide all documentation and mapping on findings to the Engineering department. 4. Specific Tasks. 4.1 Task 1 - Enterprise Management Controls. 4.1.1 Subtask 1 Locate steam traps and note all possible information. Contractor will survey the steam traps at the Chillicothe VA facility and record the location of all traps. Contractor will test traps, using Ultrasounds, for leaks and failed traps. Contractor will use temperature differentials for testing. Contractor will record operational status, type of trap, and non-contact temperature measurement across the trap and record an evaluation for correct type and application of trap. Work should be completed over the week day period (Monday Friday). Hours of work will be 7:00 A.M. EST 4:00 P.M. EST, Monday through Friday. 4.1.2 Subtask 2 Provide documentation of findings. Contractor will provide documentation and mapping of all findings to Engineering for further use in repairs and records. Deliverables: Contract Management Plan 5. Performance Monitoring COR and Engineering staff will verify through documentation provided by the contractor. 6. Security Requirements The C&A requirements do not apply, and that a Security Accreditation Package is not required. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Engineering may provide current drawings to the contractor for reference if available. 8. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. N/A b. Identification of Potential Conflicts of Interest (COI). N/A c. Identification of Non-Disclosure Requirements. N/A d. Packaging, Packing and Shipping Instructions. N/A e. Inspection and Acceptance Criteria. COR and Engineering staff will verify reports are received and acceptable. 9. Risk Control Contractor will provide all necessary competent personnel and equipment to map steam traps located within the Chillicothe VA facility. The contractor may be issued key(s) for the areas where performance is being conducted. Once the project is completed, all keys issued and visitor badges will be returned to the Engineering Department or the contractor will pay the cost of replacement. 10. Place of Performance. The work will be done at the Chillicothe VA Medical Center, 17273 State Route 104, Chillicothe, Ohio 45601 11. Period of Performance. 1-2 weeks. 12. Delivery Schedule. Mapping will start within 90 days of notice to approve and will last approximately 1-2 weeks.
