Description
Sources Sought for 1) OEM Repair Parts and/or 2) Commercial Remanufacture of Diesel Engine Assemblies, Generator Assemblies, and other miscellaneous items. Program Summary; contractors shall provide all services, labor, facilities, equipment, tools, parts, materials, and shipping costs to remanufacture 2-840 kW diesel engine assemblies and electrical generators (alternators) and/or other miscellaneous items. The Army shall provide cores from existing inventory to awarded contractors as government furnished equipment (GFE). All work completed and/or repair parts provided or used shall be in accordance with the Army's National Maintenance Work Requirements (NMWR) repair standards, technical manuals and/or engineering drawing specifications. Item Descriptions; estimated items are listed by NSN, item description and repair standards in the attached schedule. For the purposes of this sources sought announcement, please refer to the item number for any or all items associated with the services and/or materials your company may be interested in supporting. Item Demand Quantities; estimated annual quantities for the purposes of this announcement will vary by item and range from potentially one to more than fifty units per year. Government Furnished Equipment; the Govt will provide contractors used engine cores and/or generator assemblies from unserviceable stock with a Condition Code F. The precise condition of each core will not be known in advance of receipt and assessment by the contractor. As such, each core could be missing individual piece parts and/or contain piece parts that are not suitable for reuse. Engine Assemblies; each engine is associated with a specific OEM manufacturer but the configuration of the engine assembly is in accordance with the final design and bill of materials unique to the NSN. The Bill of Materials and/or assembly drawings are referenced in individual engineering drawings and specifications. Most engine assemblies are military unique (not catalog models) and considered commercial, Non-Developmental Items (NDI). Generator Assemblies; each generator assembly is associated with a specific OEM manufacturer and used in combination with an associated engine assembly. The generator assembly is frequently referred to by Govt personnel as "alternators" (not to be confused with a battery charging alternator) in order to avoid confusion with the overall Mobile Electric Power (MEP) generator set. Important diagnostic and testing methods and criteria is referenced in both the MEP Technical Manual and Engineering Drawings associated with each generator. Intake and Assessment; contractors shall receive, store and assess individual assemblies during an intake process following either an engine assembly's NMWR instructions or a generator assembly's theory of operations and maintenance instructions in the MEP Technical Manual and engineering drawing specifications/test methods. In addition to MRP parts, individual parts will have to be identified for replacement on both engine and generator assemblies depending on whether items are missing or not suited for reuse. Generator assemblies will typically have bearings and diodes replaced 100% of the time and the electrical windings of the stator or rotor will have to be replaced depending on specific test methods and acceptance criteria. Repair Standards; repair services shall be performed in accordance with Army National Maintenance Repair Standards identified in the National Maintenance Work Requirements (NMWR) manual associated with each respective engine. Where no NMWR exists, repair standards shall be identified separately. Army remanufacturing repair standards require that each engine be disassembled to the piece part level and reassembled with new MRP parts in accordance with the NMWR. In all cases, work shall be performed in accordance with the Technical Manual and engine drawings specifications associated with each engine's end item Mobile Electric Power (MEP) assembly. Repair Parts; repair parts and materials used during remanufacturing shall be from qualified sources that supply OEM manufactured approved parts, and/or parts matching the OEM/Form, Fit, and Functional equivalency of the part's assigned NSN, EDFP data published in the Federal Catalog system, or provisioning part's lists published in the Repair Parts & Special Tools List (RPSTL) of the Technical Manual associated with each engine's NMWR repair manual or end item Mobile Electric Power (MEP) assembly. Sources of Supply The Govt is interested in hearing from vendors that are interested in being considered as a future source of supply for repair parts used during remanufacture. Each engine assembly is associated with a Mandatory Replacement Part's (MRP) list that could be solicited for repair as an independent kit. A separate NMWR is unique to every engine assembly and provides a list of the MRP parts.
