Description
THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Lexington, KY is preparing to issue an Invitation for Bid (IFB) for: Project # 603-19-505 Replace Bldg. 1 Main 480v Substation SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) PROJECT MAGNITUDE: Between $500,000.00 and $1,000,000.00. NAICS: 237130 Power and Communication Line and Related Structures Construction SMALL BUSINESS SIZE STANDARD: $36.5 million PROJECT OVERVIEW: Contractor is to replace the existing breakers and disconnects with the latest generation of the same platform Square D 480V switchgear breakers and disconnects. The rest of the electrical distribution will remain unchanged as the characteristics of the new equipment will have a similar footprint and electrical connections as the current unit. The contractor is responsible for the removal of the existing equipment and assumes ownership of these items. The project will require general construction, alterations, necessary removal of existing structures and construction and certain other items as necessary to perform project 603-19-505, remove and install 1 Main 480v Substation OR, in accordance with the design documents. Selected contractor to furnish all labor, materials, tools, equipment, transportation, and qualified supervision necessary to complete the install of 1 Main 480v OR at the Robley Rex, VA Medical Center, Lexington, KY, as required by the Statement of Work, specifications and drawings. Anticipated completion time from Notice to Proceed is 240 calendar days, with a project magnitude between $500,000.00 and $1,000,000.00. Bid submission instructions will be posted in the solicitation. This requirement is a 100% set-aside for Service Disabled Veteran Owned Small Businesses under the authority of 38 U.S.C. 8127(d). To be eligible for award the SDVOSB must be considered small under the relevant NAICS code. SDVOSB contractors must be verified and viewable in VetBiz www.vip.vetbiz.gov prior to submission of proposal and prior to award of contract. Status as a qualified SDVOSB concern is under the authority of 38 CFR Part 74 in accordance with the VA Acquisition Regulation (VAAR) Part 819. Eligibility determination is performed by the Center for Veterans Enterprise (CVE). Eligible SDVOSB concerns must also be registered at the following websites: System for Award Management (SAM): https://www.sam.gov/portal/public/SAM/ VETS 4212 Report must be complete: http://www.dol.gov/vets/vets4212.htm The solicitation is anticipated to be posted to the Federal Business Opportunities (FedBizOpps) website www.fbo.gov on or about April 5, 2017. Important Notice: Prior to submitting a bid under this SDVOSB set- aside solicitation; offerors must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status. All offerors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so. This requirement will be procured in accordance with Federal Acquisition Regulation (FAR) Part 14 as a seal bid. The solicitation to be posted on or by March 10, 2019 and close April 10, 2019.
