Description
***Award Notice***: This contract provides for the development, enhancement, and support of the Weapon Planning Software (WPS) suite, which is a Common Component (CC) within the Joint Mission Planning System (JMPS) architecture. The IDIQ ordering period concludes after ten years from the contract effective date, and includes Weapon Planning Software CLINs for Software Development, Legacy Enhancements, Delta Formal Qualification Test (DFQT), Engineering Support, Travel, Materials, Time-And-Materials, Transition Phase-In/Phase-Out Support and Data. The initial DO period is complete by 30 Apr 2020 and includes options. The effective date for the Basic Contract (FA868119D0006) and initial DO (FA868119F1001) is 11 Mar 2019. This contract is awarded as a result of a full and open competitive acquisition and contains other than fixed price CLINs. Research indicated a large trend to develop software utilizing Agile processes. Because of the nature of Agile, requirements are written in much more broad and flexible terms than those associated with the traditional waterfall development method (FFP). This strategy allows delivery of functional software earlier and more often in sprints and increments that allow for more intimate and frequent customer involvement during the development process with the flexibility to adjust requirements in real time. CPFF type CLINs allow the Government and contractor to collaboratively re-prioritize within scope efforts to obtain the benefits of Agile software development in order to best meet the user's most important functionality needs.
