- This is a synopsis/solicitation for the purchase of annual subscription renewal against GSA contract, GS-02F-0103X. The Internal Revenue Service (IRS) is renewing annual subscription for the purchase of the 2019 print subscription of print loose leaf supplemental materials, for the IRS, Chief Counsel Library and Chief Counsel Associate offices throughout the CONUS. The subscription renewal shall be with Thomson Reuters (Tax & Accounting), Inc., 2395 Midway Road, Carrollton, TX. 75006-2521. The materials are copyrighted subscription services for legal research resources written by noted scholars and practitioners in the field of taxation, bankruptcy, international and general legal research. The materials are essential research tools, necessary to access to quality legal research materials to conduct comprehensive legal research. The materials include graphical elements such as charts, pictures, graphs, mathematical/ accounting formulas. This contract shall be twelve (12) consecutive months in length. Period of performance is anticipated to be: 07/01/2019-06/30/2020. NAICS: 51120 Periodical Publishers, printed book to include supplemental materials in loose-leaf format. No solicitation shall be issued, therefore, such requests for solicitation shall be considered non-responsive. A determination by the Government not to complete this action based upon responses to this announcement is solely within the discretion of the Government. Information received will be considered for determining whether to conduct a competitive procurement. The request is submitted under the guideline of FAR part 13, Streamline Acquisition Procedures (SAP).
