Page 1 of 2 This is a pre-solicitation notice under FAR 5.203(a), FAR 5.204, and FAR 36.601-1 of the Department of Veterans Affairs, National Contracting Organization 21 (NCO 21) intent to contract for Architect-Engineer services for VA Northern California Health Care System, in Mather, CA (VANCHCS) Project No. 612-907, Project Title A/E Design Services to Construct/Renovate Space to Resolve Laboratory Safety, Regulatory, and Quality Findings located at VA Northern California Healthcare System in Mather, Ca. The applicable North American Industry Classification System (NAICS) Code is 541310, Architectural Services, and the small business size standard is $7.5 million. This design effort includes, but is not limited to, providing Architect & Engineering (A/E) services for the development of construction documents for the renovation of an existing Healthcare Laboratory suite and expand up to 3,300 square feet to the existing. Included in the scope of work is the demolition of Trailer 811 at the Mather facility and creation of 15 additional surface parking spaces. The Architect & Engineering firm shall provide comprehensive analysis of the current space, function, workflow, and other design development requirements. The A/E firm shall also plan appropriately for creating a phase construction allowing the lab to perform work at alternate space while renovation is complete. The A/E is also required to plan for all equipment relocation and new equipment to be installed at the temporary space and within the newly renovated space. The A/E firm shall budget appropriately for construction period services that will be rendered to the construction Contractor. The A/E shall prepare Design Development drawings with three (3) different options for lab layout and workflow processes, Construction Documents, Specifications, Narratives, and Cost Estimates for all disciplines involved in the design of the renovated space, addition of space and demolition. The A/E shall provide all necessary/required professional engineering services to include, but not limited to: investigative/ evaluation/ design services, tools, equipment, materials, labor, travel, expertise, supervision, testing, analysis, and specialty services to accomplish all items and requirements for this project. The contract work requires multiple disciplines. The Prime firm shall be a licensed/registered professional firm. The disciplines required include, but are not limited to: Architectural, Life safety, Civil, Structural, Mechanical/ Plumbing, Fire Protection, Electrical, Construction Cost Estimating and other investigative/technical services to design an aesthetically pleasing, code compliant space and Construction Cost Estimating. Interested parties are advised that in keeping with the Veterans First Contracting program under 38 U.S.C. 8127-8128, as implemented under VA Acquisition Regulation (VAAR) subpart 819.70 and VA Procurement Policy Memorandum 2016-05 Implementation of the Veterans First Contracting Program, the Contracting Officer has determined a reasonable expectation exists that two or more small business concerns owned and controlled by Service-disabled veteran-owned small business (SDVOSB) concerns will submit responses to the solicitation and that award can be made at a fair and reasonable price that offers the best value to the United States, therefore, the requirement will be set-aside for SDVOSB concerns. It is anticipated that the call for Standard Form (SF) 330s will be issued on or about March 7, 2019. It is the intent of the Government to make a single firm-fixed price A/E contract award for this requirement under the Brooks Act.
