Description
The U.S. Geological Survey's (USGS) Guam Magnetic Observatory is on Andersen Air Force Base property on the northwest side of the island of Guam. The observatory consists of six (6) buildings on approximately 31 acres of land. This project concerns the Variations Building. The scope of this project is for a general contractor to design and construct a new addition, instrument pier, and ventilation/air conditioning (VAC) system for the Variations Building, at which point it will be referred to as the Combination Building ("combo"). The contractor shall be responsible for all design, construction, necessary permits, etc. resulting in a completed structure ready for USGS use. The VAC system must be remote, on a concrete pad at least 100 linear feet away from the combo building due to the large magnetic field that a VAC system can create. Ductwork must be installed in-ground between the VAC pad and the building. The entire project must be as non-ferrous as possible, with the main objective being the smallest possible magnetic signature. Project schedule shall accommodate USGS design review at the 35%, 65% and 95% milestones. Additionally, final as-built drawings will be required. The contractor shall be responsible for all utility hookups, permits, fees and coordination with appropriate authorities during all phases of this project. An Explosives Safety Submission/Munitions and Explosives of Concern (ESS/MEC) survey in conjunction with Andersen AFB personnel may be required. The designer of record, the prime constructor, and all construction subcontractors shall be appropriately licensed for their respective business activity by the Government of Guam and evidence of such licensure shall be submitted during Phase 1 selection. We expect construction documents to be "stamped" by engineers licensed to practice in Guam. The USGS will be utilizing two-phase design-build selection procedures in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3. One solicitation will be issued covering both phases. The USGS believes a reasonable period of performance is 180 days from award, and the design-within-budget limitation is $267,000.00. This project is not subject to the Construction Wage Rate Requirements Statute (formerly the Davis-Bacon Act.) Performance and payment bonds will be required before the notice to proceed is issued. The USGS contemplates award of a firm-fixed price contract. The request for proposals (RFP) will be available no sooner than the week of March 11, 2019. Site visit opportunities will be provided upon request. Interested parties may contact the Contracting Officer identified below by email to be added to the interest list or to inquire about a site visit. The applicable North American Industry Classification System (NAICS, 2017) code is 236220, entitled "commercial and institutional building construction." The associated small business size standard is $36.5M in average (three year moving average) annual revenue. The applicable Product Service Code (PSC) is Z2JZ, "repair or alteration of miscellaneous buildings." This acquisition is set-aside for participation by HUBZone small business concerns and there is no incumbent contractor.
