Description
The Naval Facilities (NAVFAC) Engineering Expeditionary Warfare Center (EXWC), Port Hueneme, CA, intends to issue a Request for Proposal (RFP) under solicitation number N39430-19-R-2117 for an Amphibious Surf Capable Vehicle Phase I Preliminary Design. The closing date for receipt of proposals will be indicated on the solicitation. This acquisition will be solicited unrestricted. The North American Industry Classification System (NAICS) is 336611 Ship Building and Repairing The Government intends to award up to three single-award Firm-Fixed Price (FFP) contracts for PHASE I. The services for PHASE I include but are not limited to the development of an ASCV Preliminary Design Package. This entire procurement is divided into three Phases: ASCV Program Contracting Phases: Phase I: Contract Type: Firm Fixed Price Anticipated Number of Awards: Multiple Duration: 6 months Purpose: Preliminary Design of Engineering Design Model (EDM), Systems Engineering, and Planning Phase II: Contract Type: Firm Fixed Price Anticipated Number of Awards: Single Duration: 50 months Purpose: Design development and validation, including: EDM Detailed Design “ 6 months EDM Construction, one (1) unit “ 12 months, EDM Testing “ 3 months, EDM Logistics support “ 12 months, Low Rate Initial Production (LRIP), four (4) units “ 12 months, LRIP Logistics support “ 12 months Technical Data Package (optional) “ 12 months Phase III: Contract Type: Firm Fixed Price Anticipated Number of Awards: Single Duration: 51 months Purpose: Full Rate Production (FRP) “ 40 Units This synopsis and corresponding solicitation is for PHASE I ONLY. Phase II will be a down-select to one awardee. Phase III will be a single awardee for the design demonstrated in Phase II. Offerors can view and/or download the solicitation, and any attachments, on NECO at https://www.neco.navy.mil/ and FedBizOps (FBO) when it becomes available. This will be the only method of distribution; therefore, it is the Offerors responsibility to check the NECO and FBO websites periodically for any amendments to the solicitation. Offerors must be registered in System for Award Management (SAM) at http://www.sam.gov in order to receive an award under this procurement. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The solicitation utilizes source selection procedures which requires Offerors to submit a technical proposal, small business utilization/subcontracting plan, and a price/cost proposal for evaluation by the Government. The Industry Day held in Virginia Beach, VA, from 17-18 January 2018. A sources sought notice was sent out for this procurement through NECO and FBO on 28 November 2018 under N39430-18-R-ASV1. A market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to proceed with full and open competition. The NAVFAC EXWC Small Business Director and corresponding Small Business Procurement Center concur with this decision.
