Description
The National Cemetery Administration is soliciting offers under solicitation number 36C78619Q0153. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. Tiered Evaluation This is a solicitation for construction services using the tiered evaluation (cascading) in accordance with Procurement Policy Memorandum 2018-04 5(b). This solicitation is being issued as a tiered evaluation for Service Disabled Veteran Owned Small Businesses (SDVOSB) concerns, or in the alternative, a tiered evaluation for Veteran Owned Small Businesses (VOSB) concerns, or in the alternative, a set aside for other Small Business (SB) concerns with HUBZone small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled and the requirement resolicited. The Government intends to award a firm fixed price, requirements contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation that provides the best benefit to the Government, price and other factors considered. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which response represents the best as a whole. Quotes will be evaluated by performing a direct comparison of one quote with another in a uniform manner to determine which quote provides the Government with its needs, as identified in the RFQ. The Government reserves the right to consider a response that offers more than the minimum and select that response if it provides a benefit to the Government. The Government has the discretion to accept other than the lowest priced quote that provides additional benefits. The Government also has the has the discretion to make an award based on whether the lowest priced of the quotations having the highest past performance rating possible represents the best benefit to the Government. The NAICS Code: 238150 Glass and Glazing Contractors with a Small Business size standard of $15 million. Per VAAR 836.204, The construction magnitude for this requirement is between $25,000 and $100,000. Project Description: Contractor shall furnish all labor, material, equipment, and supervision to remove, restore, and reinstall the faceted glass (Dalle de Verre) mosaic windows in accordance with the contract statement of work as specified and per applicable industry standards and codes at the Houston National Cemetery chapel building, Houston, TX 77038. There will be an Official Site Visit established in the solicitation, no other visits to site will be accepted. Contract period of performance will consist of two hundred and twenty (220) calendar days, after issuance of Official Notice to Proceed (NTP). Prospective offerors must be registered with the Vendor Information Pages (VIP) https://www.vip.vetbiz.va.gov and System for Award Management (SAM) and complete representations and certifications at https://www.sam.gov. SDVOSBs and VOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for quotes and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) Electronic solicitations will be available for download from http://www.fbo.gov on or about February 19, 2018. No paper copies will be issued. Offerors are responsible for obtaining all amendments or additional information at http://www.fbo.gov. All quotes must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
