Description

The National Cemetery Administration is soliciting offers under Solicitation No. 36C78619Q0043 for Complete Grounds Maintenance at Beverly National Cemetery 916 Bridgeboro Rd. Beverly, NJ 08010. The Contractor shall furnish all labor, supervision, equipment, materials and supplies necessary to provide complete grounds maintenance services at the Beverly National Cemetery Location: 916 Bridgeboro Road, Beverly, NJ 08010 Special Note: Site visit: Date: 02-21-2019 (10:00 AM EST) and the cemetery POC is: Mr. Jason Guenther Jason.Guenther@va.gov - PH: 215-504-5610, Ext. 2202. If you cannot arrange to be present, but would like attempt to make other arrangement all visits must be pre-scheduled and arranged by contacting the Beverly National Cemetery office at the above email. However, there may be no one available to provide tours and or answer questions. All questions are to be submitted through email to Eric.Washington@va.gov by noon Eastern time on 02-02-21-2019 at 5:00Pm EST. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. This solicitation is being issued as tiered evaluation for VOSB concerns, or in the alternative, a set-aside for other Small Business concerns with HUBZone small business concerns and 8(a) participants having priority. Tiered process will be used in conjunction with FAR Part 13 and 15; award will be made to the responsible offeror whose offer is the best value to the Government meeting or exceeding the acceptability standards with the possibility that a tradeoff analysis could lead the Government to reasonably determine that a Contractor s better experience warrants payment of its higher proposed price. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. The NAICS Code is 812220 / Size standard is $20.5 Million.   Electronic solicitations will be available for download from http://www.fbo.gov on or about 02-15-2019. Responses to the solicitation are due by noon Eastern time on February 15, 2019. Any amendments to the solicitation will also be available at www.fbo.gov.   Offerors are advised they are responsible for obtaining any amendments.   Information shall be submitted in the manner requested in Section E. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
