- Description
- The United States Coast Guard (USCG) is seeking information regarding various pile-driving systems to be used in conjunction with marine cranes for the Waterways Commerce Cutter (WCC) program. Information on the WCC program is available at: https://www.dcms.uscg.mil/Our-Organization/Assistant-Commandant-for-Acquisitions-CG-9/Programs/Surface-Programs/WCC/. Of primary interest are any potential interoperability issues between specific pile-driving systems (e.g, hydraulic impact hammer, diesel impact hammer, vibratory hammer, etc.) and marine crane types (e.g., telescoping boom, knuckle boom, lattice boom, etc.), with particular attention given to suitability, durability, and reliability of these crane types when used to support pile-driving applications. The USCG has identified several operations that are vital to the WCC's mission capabilities. These operations are detailed below: A. Construction of Single Pile Structures The WCC will need to have the capability to drive up to 60ft long piles with a diameter of 12 to 18in made of wood, steel, concrete, or composite off the bow of the vessel. These piles can weigh up to 3,000lbs and may be driven into mud, sand, gravel, or rocks. New piles are typically stored horizontally on the working deck in stacks 4 wide and 4 high. A separate area on the working deck will be designated for wreckage. For additional information on this operation see the attached datasheets (1-3) from the Coast Guard Aids to Navigation (ATON) Manual - Structures and accompanying pictures. B. Construction of Multiple-Pile Structures without a Jig The WCC will need to have the capability to construct multiple pile structures without the use of a jig to guide each pile. This may include driving piles at an angle (i.e., battered pile dolphin) or vertically in a skin-to-skin configuration (i.e., cluster pile dolphin) or a square formation (i.e., multiple-pile platform). Of particular interest is whether or not piles can be driven at an angle without the use of a lead or guide. For additional information on this operation, see the attached datasheets (6-8) from the Coast Guard Aids to Navigation (ATON) Manual - Structures. C. Construction of Multiple-Pile Structures with a Jig The WCC will need to have the capability to construct multiple pile structures using a "king pile" to support a jig that guides the additional piles which may be driven vertically or at an angle. The most common of these is the James River Ice Resistant Structure, which uses an 18in steel king pile with three 12in diameter batter piles driven through the jig. Please feel free to provide comments, questions and/or recommendations as you deem appropriate. Note that some questions may be redundant if the same equipment is recommended for multiple applications. In those cases, simply mark "See above" in the subsequent questions. Please be aware that the USCG intends to have support contractors review the information submitted, and ensure any proprietary data, if submitted, is marked accordingly. Please check the applicable disclosure statement on the excel attachment regarding access to your company's proprietary data. If, in your response, you are submitting proprietary data please contact the Contracting Officer ahead of the response date and advise if you require a non-disclosure agreement with the Coast Guard's support contractors' companies.
