Project No. 542-12-113 Construction (NRM) Repair Roof Fall Protection Systems Coatesville VA Medical Center ACQUISITION INFORMATION: THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. Service Disabled Veteran-Owned Businesses (SDVOSB) must be verified by The Center for Veterans Enterprise, CVE. This acquisition is conducted in accordance with FAR Part 36, & 14 Invitation for Bid. Project 542-12-113, work includes: PERFORMANCE REQUIREMENTS (Summary): Repair Roof Fall Protection Systems at the Coatesville VA Medical Center (CVAMC), while complying with the Department of Veterans Affairs (VA) requirements, attachments, and all applicable Federal, State, and local codes. Work will include, but is not limited to; adding or replacing vertical steel ladder and/or personnel cages, adding Personal Fall Arrest Systems (PFAS) and safety sleeves to vertical steel ladder systems, adding railing systems and warning railing systems, removing obsolete LOWER cable arrest systems and patching the roof, adding Horizontal Life Lines (HLL) at designated locations, convert designated windows to roof access doors to include stairs and railings, install a roof hatch and skylight screen systems, and retrofit water tower ladder systems, as designated in the Architect/Engineer drawings. The solicitation attachments (Master Construction Specifications, Drawings, etc.) will be available for download from the website https://www.fbo.gov on or about March 1, 2019. Prospective bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and updates. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the contractors mailing list at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Bidder s Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website, and bidders are advised that it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The Pre-Bid site visit walk-thru will be held at the Coatesville VA Medical Center, 1400 Blackhorse Hill Road, Building 70 Conference Room, Coatesville, PA 19320, on March 13, 2019, at 10:00 AM (Local). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. Once the solicitation has been published, all requests for information or questions regarding the solicitation must be submitted to the Contract Specialist by email at Lev.Stowe@va.gov, no later than March 25, 2019, at 4:00 PM (Local). No telephonic or fax requests will be honored. In accordance with VAAR 836.204, the magnitude for this procurement is between $500,000.00 and $1,000,000.00. The North American Industry Classification System (NAICS) for this requirement is 236220 with a small business size standard of $36.5 Million. The Government intends to issue an Invitation For Bid (IFB) and award a Firm-Fixed-Price (FFP) contract to the responsible bidder whose bid constitutes the lowest price to the Government. The maximum time for completion of the project is 180 calendar days after receipt of Notice to Proceed. To be considered for award, all prospective contractors MUST be registered in the System for Award Management (SAM) Database at https://www.sam.gov, MUST be in compliance with VAAR 819.7003 and meet the CVE SDVOSB verification requirements per https://www.vetbiz.gov, and MUST meet OSHA/EPA requirements.
