- 1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation. 2. The solicitation number is N62473-19-Q-0001 and issued as a Request for Quotation. It is the quoter s responsibility to monitor this site for the release of amendments (if any). 3. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2019-01, effective December 20, 2018. 4. Set-aside: This acquisition is 100% set-aside for eligible 8(a) participants. Quoter must have a valid Small Business Administration (SBA) 8(a) certification in order to be eligible for award. The North American Industry Classification System (NAICS) code applicable for this acquisition is 561720 Janitorial Services and the small business size standard is $18.0 million. 5. Schedule of Prices: See attachment Section J-0200000-11 Exhibit A through E Worksheet for a list of line item numbers and items, quantities and units of measure including options. See also attachment Section L for specific instructions to quoters. 6. Description of Requirement: Naval Facilities Engineering Command (NAVFAC) Southwest (SW), Facilities Engineering Acquisition Division (FEAD), Miramar is seeking for a qualified and licensed contractor to provide custodial services at Marine Corps Air Station (MCAS) Miramar located in San Diego, California. The contractor shall furnish labor, personnel, management, supervision, tools, materials, equipment, transportation, and other non-personal services necessary to perform all requirements defined in Attachment Section C Annex 1503010 including all attachments listed below. (a) Section C Annex 0100000 and 0200000; (b) Section F Annex 0200000 and 1503010; and (c) Section J Annex 0200000 and 1503010. 7. Period of Performance: The base period of performance is anticipated to begin on April 1, 2019 through March 31, 2020 with four (4) one-year option periods for a total duration of five (5) years or sixty (60) months. Place of Performance: The required services shall be performed at the following locations: (a)MCAS Miramar, 2258 Mitscher Way San Diego, CA 92145; and (b)Navy and Marine Corps Reserve Center, 9955 Pomerado Road, San Diego, CA 92131 FOB Terms: Destination 8. The provision at FAR 52.212-1, Instruction to Offerors Commercial Items including its addendum apply to this acquisition. See attachment Section L for specific instructions to quoters. 9. In lieu of the provision at FAR 52.212-2, the evaluation procedures applicable for this acquisition are described in attachment Section M Evaluation Procedures. 10. Quoter shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with its quote. 11. The clause at FAR 52.212 4, Contract Terms and Conditions -- Commercial Items including its addendum apply to this acquisition. See attachment Section I Contract Clauses. 12. The clause at FAR 52.212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. See attachment Section I Contract Clauses. 13. Special Contract Requirements: There are no additional contract requirements necessary for this acquisition. 14. Defense Priorities and Allocations System (DPAS): DPAS and assigned ratings are not applicable to this acquisition. 15. Quotation Due Date: Quotes are due on Friday, March 1, 2019 at 11:00 AM Pacific Standard Time (PST). Submit your quote directly to the Contract Specialist, Jenny Peters, via email at jennelyn.peters@navy.mil. All email attachments in response to this solicitation shall be in either Adobe or Microsoft Office format. Offerors are advised that the Government may be unable to receive other types of electronic files (e.g. compressed or zip files) or files in excess of one (1) megabyte (MB). It is the quoter s responsibility to ensure all required documents are included and completed as required by this solicitation. 16.
