- This is a FBO Special Notice of Intent to award a sole source. The Department of Veterans Affairs (VA) Network Contracting Office 2 (NCO 2), on behalf of the James J. Peters VA Medical Center, intends to award a sole source to VLogic Systems (DUNS 081215711), 38 Tavern Circle Sudbury, MA 01776. The estimated period of performance will be February 28, 2019 through February 27, 2020 with four twelve months option years. The NAICS code is 541511 with a Small Business Size Standard of $27.5M. The James J. Peters VA Medical Center has during the last few years implemented a Capital Assets and Facilities Management (CAFM) system. The objective of this requirement is to maintain and update the existing CAFM system. This system consists of a set of facilities drawings and a database associated with building systems. The database and drawings are managed and manipulated by an application on iDrawings platform. The work covers the tasks a contractor shall perform to support the Medical Center in maintaining the iDrawings system. The contractor shall provide all human, technical and logistical resources, and perform all operations necessary to provide off-site cloud-based server housing a Capital Assets and Facilities Management (CAFM)/Integrated Workplace Management System (IWMS) information. This system consists of a set of facilities drawings and a database associated with building system information. The database and drawings are managed and manipulated by an application on VLogic iDrawings platform. Provide Internet-based access for authorized users of iDrawings ® . The contractor shall operate the iDrawings on a server on cloud-based server. The system shall have as a minimum the following iDrawings modules: As-Builts Module; space module, administration model, preferences module, CAI, documents. The system shall support 25 simultaneous users. The system shall be available and in operation 24/7. Provide On-going maintenance and up-dating of drawings and database. Changes take place within the facilities and these changes occur as a result of planned and executed projects as well as ad hoc projects that may not go through formal planning process. These changes affect floor layouts. In addition, people and service lines move frequently. The medical centers require the drawings and the database on the CAFM system to be updated as and when changes take place. To meet this goal, the medical center will send to the contractor documentation relating to changes as soon as possible after the changes take place. The medical center expects that all changes once they are transmitted to the contractor will be completed on the drawings as well as in the database within ten working days. It is possible that there may be some rare situations where the project drawings may have a major disconnect with the rest of the floor plan that would require further measurement. In such situations, the contractor shall notify the medical center and negotiate a longer period to update the drawings and database schematics to perform the service. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by February 20, 2019 at 9:00am EDT.
