Description
Reclamation has an established the need for long-term, continuous daily monitoring of total dissolved gas, temperature, barometric pressure at each of its three sites on the mid-Columbia River and seasonal monitoring at a fourth site (tailrace at Hungry Horse Dam), with potential for year-round monitoring when forced winter spill is required. The provisional monitoring mandate has existed since 1997 and has only been invoked recently (2001). The northern-most fixed monitoring station on the Columbia River is located on the east bank, four miles south of the US-Canadian Border and eight miles north of Northport WA, and is called the Reclamation Boundary site (as opposed to sites operated by the USGS and USACE on the Boundary Dam pool on the PendOreille). The Grand Coulee forebay site is located on the face of Grand Coulee Dam near the Third Powerhouse. The tailrace / downstream location from Grand Coulee Dam is called the Barry monitoring site, and is approximately six miles southeast of Grand Coulee Dam on the east bank of the Columbia River. Reclamation must meet quality assurance and quality control standards developed by the USACE and USGS, and interagency Water Quality Team (created under a previous FCRPS Biological Opinion andmediated by NMFS and EPA). This is a sources sought notice for continuous monitoring of dissolved gas for Reclamation locations. The solicitation will be posted in the next few weeks with an award made by April 2018.
