- MARKET SURVEY CAPABILITY ASSESSMENT FOR AIRCRAFT SYSTEMS TRAINING ON PILATUS PC-24 FOR FLIGHT STANDARDS SERIVCE, AVIATION SAFETY INSPECTORS AND AIRCRAFT CERTIFICATION PILOTS, EMPLOYED BY THE FEDERAL AVIATION ADMINISTRATION (FAA). NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING OFFICER CONTACT INFORMATION BELOW. This is a market survey for a Firm-Fixed Price Indefinite Delivery / Requirements Type Contract for initial and/or recurrent ground school and flight training to FAA Inspectors/Pilots in the PC-24. The responses to this market survey will be used for information purposes only. This is not a Screening Information Request or request of proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA is surveying to find capable contractors able to provide the Pilot and/or Recurrent ground school and flight training on the Pilatus PC-24 aircraft in accordance with attached PWS. The FAA intends to solicit and negotiate only with FlightSafety International, Flushing, NY 11371. At this time, it appears FlightSafety International is the only vendor to train on the Pilatus PC-24, which is a new aircraft. FlightSafety International is the only FAA approved training program and operates the only Full Flight Simulator for this aircraft in accordance with (14 CFR) Part 61. The contractor is to provide Initial and/or Recurrent ground school and flight training to FAA Inspectors/Pilots in the PC-24. The contractor may provide this training through their standard course offered to the public or other governmental agencies or by submitting a course solely intended for FAA inspectors. FAA formal training consists of training courses with agency level course numbers that will be officially recorded in the employee ™s personnel records. A maximum of four hours ™ flight instruction per day or eight hours of ground school per day per inspector class is permitted. If ground and flight instruction are combined in a single day, then a maximum of ten hours of training per day is permitted to accomplish the training outcome specified in Section F of the PWS. The purpose of this survey is to solicit statements of interest and capabilities from all businesses that are interested in and capable of providing the Pilatus PC-24 Pilot/Recurrent Pilot Training. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor ™s expense. The principle North American Industry Classification System (NAICS) code for this effort is 611512 Flight Training, with a size standard of $27.5 million.
