- Notice of Intent to Award a Sole Source Procurement SYNOPSIS: Integrated Waterbird Management Monitoring Initiative Database NOTICE: THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. The intent of this notice is to inform the vendor community of U.S. Fish and Wildlife Service's proposed contract action. This proposed procurement is for items which the government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(b)(1). This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than February 15, 5:00 p.m. Central Standard Time. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. The U.S. Fish and Wildlife Service intends to award a sole source contract to Smithsonian Institute based on FAR 6.302.1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Potential Cost Estimate for these services is less than $35,000.00. The USFWS Avian Radar project uses mobile, marine radar units to track individual migrating birds and bats using the airspace in the Great Lakes basin. Weather radar units cannot track individual migrants; but, are able to estimate migrant density over a large area. A team at the Smithsonian Migratory Bird Center has used weather radar to create a predictive model and preliminary maps of spring and fall migrant stopover habitat. Synthesizing these two datasets would improve the USFWS ¿s ability to understand bird and bat migration patterns through the Great Lakes region and allow the Service and our partners to make better land management decisions to benefit migrants. No other academic / nonprofit group or governmental agency has performed the preliminary analysis to create a predictive model of migrant activity in the Great Lakes region using weather radar. Using a contractor who already has a predictive model (the proof of concept) will save months or years when performing the comparison of marine radar data to weather radar data.
